r19990397 1. Changing part-time staff to full time; 2. Adding part-time, full-time, or temporary staff positions; and 3. Replacement of staff when the vacant position has not been filled within 12 months of the date of vacancy. ----- - - Prior approval for the appointment or hiring of replacement staff within 12 months of the date of vacancy shall not be required but may be required when deemed necessary by the County Board upon notice to the elected or appointed department head in the event of changed circumstances such as, but not limited to, changes in department work loads, functions, or budget constraints.
