<br />f1999022ij <br /> <br />APPROVE MODIFICATION OF DELEGATE AGENCY AGREEMENT BETWEEN HALL <br />COUNTY AND HALL COUNTY HEAD START INC: This agreement will extend <br />the notification time for the renewal until September 1, 1.999 in <br />order to allow time for the exit reports to be received and <br />reviewed. Lancaster made a motion and Stelk seconded to approve <br />the agreement and authorize the Chair to sign. Arnold, Hartman, <br />Lancaster, Landis, Logan and Stelk all voted yes and none voted <br />no with Jeffries absent. Motion carried. <br /> <br />10:30 A.M. PUBLIC HEARING REZONING PUD TO AG-1 BOSSELMANS: Dave <br />Barber Regional Planning Director state that the Planning <br />Commission held a public hearing May 5, 1999 concerning the <br />requested rezoning. This is consistent with the comprehensive <br />zoning plan and they recommended to support the rezoning request. <br />They will also need a conditional use permit to operate the <br />wholesale of propane. The following people spoke: <br /> <br />Ron Rickert - He stated he was not concerned about the location <br />of the plant but suggested using the north driveway as an <br />entrance. <br /> <br />Verlon Larson - Stated he lives next to the proposed site and <br />expressed his concerns on traffic safety. He also stated that <br />having two driveways one as an entrance and one as an exit would <br />help. <br /> <br />Ken Cowell with Bosselmans stated that they will work with the <br />public to ensure safety. He also stated that the north entrance <br />would be the best. <br /> <br />Stelk made a motion and Hartman seconded to close the public <br />hearing. Arnold, Hartman, Lancaster, Landis, Logan and Stelk all <br />voted yes and none voted no with Jeffries absent. Motion <br />carried. The resolution regarding the zoning change will be <br />addressed at the June 22 meeting. <br /> <br />10:40 A.M. PUBLIC HEARING FOR THE CONDITIONAL USE PERMIT: Stelk <br />made a motion and Hartman seconded to open the public hearing on <br />the conditional use permit for Bosselmans. Arnold, Hartman, <br />Lancaster, Landis, Logan and Stelk all voted yes and none voted <br />no with Jeffries absent. Motion carried. <br /> <br />Max Boersen stated that the conditional use permit would be for a <br />period of five years. Hartman requested that the permit stated <br />that the north entrance would be used for entering the plant and <br />south driveway would be the exit. It was also suggested that <br />caution signs for turning trucks could be posted. <br /> <br />Hartman made a motion and Landis seconded to close the public <br />hearing for the conditional use permit.
