<br />~19990219 <br /> <br />Louise Miller stated that she is a bike rider stated the board <br />should reverse the decision on the bicycle ban and South Lqcust <br />interchange. { <br /> <br />Bonnie Urbanscic stated she is from Nevada and that the South <br />Locust Street is a beautiful ride and riding is an important <br />outlet to her. <br /> <br />Steve Moran stated that there is room for the bicycles and <br />motorists on South Locust Street. <br /> <br />John Farney, Camp Director at Camp Augustine stated that have a <br />cycle merit badge and they try to instill the safety issues. He <br />stated that they do use the South Locust Street to get to the <br />county roads. <br /> <br />Stelk thanked the public for their comments. Stelk made a motion <br />and Lancaster seconded the rescind the May 25, 1999 motion to ban <br />bicycle traffic on South Locust and to post educational signs. <br />Arnold, Lancaster, Landis, Logan and Stelk all voted yes and <br />Hartman abstained. Bud Jeffries was absent. Motion carried. <br /> <br />Stelk made a motion and Lancaster seconded to have signs posted <br />banning bicycle traffic before sunrise and after sunset and <br />enforce head lights and tail lights as per state statute 60- <br />6003.18 and also to instruct the Public Works Department to do a <br />traffic count. Arnold, Hartman, Lancaster, Landis, Logan and <br />Stelk all voted yes and none voted no with Jeffries absent. <br />Motion carried. <br /> <br />9:50 A.M. PUBLIC HEARING TOURISM GRANT: Lancaster made a motion <br />and Stelk seconded to open the public hearing. Arnold, Hartman, <br />Lancaster, Landis, Logan and Stelk all voted yes and none voted <br />no with Jeffries absent. Motion carried. <br /> <br />Larry Miller the executive director of Crane Meadows explained <br />that the tourism grant will enable Crane Meadows to build the <br />foot bridge, a trail and an observation tower. Crane Meadows has <br />increased the awareness and popularity of the cranes. Stelk made <br />a motion and Arnold seconded to go out of the public hearing. <br />Arnold, Hartman, Lancaster, Landis, Logan and Stelk all voted yes <br />and none voted no with Jeffries absent. Motion carried. <br /> <br />Stelk made a motion and Landis seconded to approve the following: <br />A. Approve resolution #99-0031 authorizing submission of the <br />community development block grant application <br />B. Authorize the chair to sign applicants statement of <br />assurance and certification <br />C. Authorize chair to sign citizens participation plan <br />D. Authorize Chair to sign interlocal agreement between the <br />
