Arnold, Jeffries, Lancaster, Landis, Logan <br />and Stelk all voted yes and Hartman did not vote. Motion <br />carried. <br /> <br />10:00 A.M. PUBLIC HEARING TO CONSIDER VACATING A PORTION OF <br />BINFIELD ROAD: Stelk made a motion and Logan seconded to open the <br />public hearing. Arnold, Hartman, Jeffries, Lancaster, Landis, <br />Logan and Stelk all voted yes and none voted no. Motion carried. <br /> <br />Chair Jeffries called for public participation. Mr. Ron Skrdlant <br />stated they presented a petition requesting the road be closed. <br />The section of road is used for recreations driving and because <br />it is a minimum maintenance road they have concerns on the <br />liability. He said the best solution was to close the road. <br /> <br />Public Works Director Dan Hostler stated he included a copy of <br />his report recommending to close the road. <br /> <br />Hartman made a motion and Stelk seconded to close the public <br />hearing. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and <br />Stelk all voted yes and none voted no. Motion carried. <br /> <br />PUBLIC PARTICIPATION: Chairman Jeffries called for public <br />participation. Louise Miller, 1104 West Charles requested to <br />speak. She stated that on the South Locust project the board <br />should have permission from the Fish and Wildlife Department to <br />do the project. This should have been put to a vote of the <br />people. The board should pay the people whatever price that want <br />for the land. <br /> <br />LEONARD SLOAN, AMERICAN LEGION COMMANDER REGARDING MEMORIAL AT <br />VETERANS MEMORIAL PARK: Mr. Sloan was not present so Richard <br />Catlin presented the board with a copy of the blue prints of the <br />project. He stated that in reviewing the lease with Hall County <br />
