<br />APPROVE CARPET SPECS AND SET BID OPENING: The board members
<br />received copies of the proposed bid specs for the carpet in the
<br />Administration Building, Clerk of the District Court and the Road
<br />Department. Logan made a motion and Arnold seconded to approve
<br />the specifications and set the bid opening for May 11 at 10:00
<br />a.m. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and
<br />Stelk all voted yes and none voted no. Motion carried.

<br />DISCUSSION ON JUVENILE ACCOUNTABILITY BLOCK GRANT INCENTIVE
<br />PROGRAM AND AUTHORIZE CHAIR TO SIGN GRANT APPLICATION: Arnold
<br />stated that $16,930.00 has been allocated to Hall County for this
<br />grant and the City of Grand Island expressed interest in this
<br />grant and also designating Hall County as the administrative
<br />agent. This provides federal funds at 90% and a 10% match of
<br />local government. Construction projects would require a 50/50
<br />match of the funds. Local governments must include
<br />representatives from police, sheriff, prosecutor, state or local
<br />probation services, juvenile court, schools, business and
<br />religious or social service organizations. This group would be
<br />an expanded version of the juvenile justice committee. The funds
<br />received must apply to set program purposes. Landis noted the
<br />amount of funding other counties are receiving. Arnold made a
<br />motion and Lancaster seconded to authorize the Chair to sign the
<br />grant application. Arnold, Hartman, Jeffries, Lancaster, Landis,
<br />Logan and Stelk all voted yes and none voted no. Motion carried.
