<br />f!99901UJ <br /> <br />MONICA MCCLURE - HEAD START APPROVE MODIFICATION OF DELEGATE <br />AGREEMENT: Monica McClure, Head Start Director stated that Head <br />Start began in Hall County 34 years ago, first in the public <br />school system and then with Platte Valley Community Action <br />Program. Platte Valley could not operate in Hall County and in <br />order to retain the program Hall County established the current <br />system. It serves all of Hall County including the surrounding <br />towns and villages. There is a budget of $657,482.00 all of <br />which is spent in Hall County. There are 32 employees assistance <br />from the Foster Grand Parent Program and volunteer students from <br />the high schools. They are considering AIda Elementary School <br />for a possible site for a Head Start Class. Placing the Head <br />Start classes in the schools provides a better transition for the <br />students when they start kindergarten classes. The health <br />services used by Head Start are donated by physicians and eye <br />doctors from the community. Head Start is non-profit corporation. <br />Ms. McClure stated that when she is not there Linda Razey is in <br />charge. She has been with Head Start for 14 years and serves as <br />the program specialist. In March the Kansas City office called <br />and the requested information and that has been submitted to <br />them. Logan questioned why Ms. McClure did not return the phone <br />call to the Kansas City office and she stated that it was better <br />to submit the information in writing. Arnold stated that the <br />requested information has been taken care of and there is a paper <br />trail. The policy council knows that Linda Razey is in charge. <br />Stelk expressed concern that Ms. McClure should follow up with a <br />phone call and it is important to insure funding of the program. <br />Lancaster stated that a conference call was held and it was a <br />cordial conversation and the documentation has been submitted. <br /> <br />Janulewicz stated that the currant agreement is for 5 years and <br />he suggested approving a modification of delegate agency <br />agreement that provides for an initial term of 5 years and it <br />will be automatically renewed for one year unless a written <br />notice is given prior to June 1, 1999. Stelk made a motion and <br />Hartman seconded to approve the modification of delegate agency <br />agreement between Hall County and Head Start. Hartman, <br />Jeffries, Logan and Stelk all voted yes and Arnold and Lancaster <br />voted no with Landis absent. Motion carried. <br /> <br />PUBLIC PARTICIPATION: Ben Camp delivered a letter the County <br />Board Chair Bud Jeffries, from Donnie Beck. <br /> <br />10:15 A.M. BID OPENING SCANNING PROJECT: Stelk made a motion and <br />Lancaster seconded to open the bids for the scanning project. <br />Arnold, Hartman, Jeffries, Lancaster, Logan and Stelk all voted <br />yes and none voted no, with Landis absent. Motion carried. <br />
