LANE PLUGGE AND BENJAMIN AVILA REGARDING EDUCATION EXCELLENCE <br />PROGRAM: Superintendent Dr. Lane Plugge and Benjamin Avila a <br />consultant for the Grand Island Public Schools presented <br />information to the County Board on the Grand Island Education <br />Excellence Program that has been started. This program will hold <br />a Hispanic Scholarship Symposium on Saturday, January 30, a <br />Nebraska scholarship symposium for all individuals on February <br />20, a symposium on family services and resources on April 24 and <br />also start a program that will establish a limited number of <br />positions for high school students to work in governmental <br />offices to. provide bilingual services. Landis made a motion and <br />logan seconded to appoint Pamela Lancaster as the contact person <br />for this program. Arnold, Jeffries, Lancaster, Landis, Logan and <br />Stelk all voted yes and none voted no, with Hartman absent. <br />Motion carried. <br /> <br />HOWARD MAXON - REQUEST TO PURCHASE GENERATOR: Howard Maxon <br />Emergency Management Director sent a memo concerning the <br />generator in the basement of the old city hall and the <br />possibility of using this generator at the new communications <br />tower as a back-up. He had a proposal for moving the generator <br />and it will expire on January 29. He is requesting direction <br />from the board concerning the purpose. The proposal includes <br />housing for the generator at the tower site. Landis stated that <br />this tower provides good service to Hall County. Landis made a <br />motion and Logan seconded to accept the low bid for the removal <br />and construction of the housing. This will be paid for from the <br />inheritance fund. Arnold, Lancaster, Landis, Logan and Stelk all <br />voted yes and Jeffries voted no, with Hartman absent. Motion <br />carried. <br /> <br />11:00 A.M. PUBLIC HEARING FOR REZONING FROM GI-GENERAL INDUSTRIAL <br />TO AG-1 AGRICULTURAL ACRES NORTH OF WHITE CLOUD ROAD: Stelk made <br />a motion and Logan seconded to open the public hearing. Arnold, <br />Jeffries, Lancaster, Landis, Logan and Stelk all voted yes and <br />none voted no, with Hartman absent. Motion carried. <br /> <br />Dave Barber stated that 30 years ago this was zoned as industrial <br />and at this time it is only used for ag-related purposes. The <br />County Board received a request to rezone and it was forwarded to <br />the Regional Planning Commission. The Regional Planning <br />Commission held a public hearing and they supported to rezone the <br />property to AG-l. County Assessor Jan Pelland stated that it lS <br />taxed as ag-land. Several land owners requested to make <br />improvement to existing buildings and were not able to do this. <br />
