He is not <br /> considered rural because his district is within the city of Grand Island. <br /> Lancaster asked if he had any thoughts on allowing the caunty to set their own fees. Senatar <br /> Gloar stated that he is meeting with Sheriff Watson tomorrow and they will discuss this issue. <br /> The argum�nt may be that it is the responsibility of the sheriff to serve papers and collect taxes, <br /> but this has grown. How are they to spend their time serving papers or traffic control? He also <br /> noted that the legislature raised the park fees because they were not cov�ring the costs to <br /> maintain the parks. There needs to be a balanc� between fees and tax dollars. <br /> Mr. Arnold noted that there is a difference regarding the papers that the sheriff has to serve <br /> some are for private companies and he thinks the fees should cover the total costs. He <br /> appreciates looking at the mandates and also noted that years ago the city has its own jail, <br /> caurts etc but they eliminated the penalties that required jail time so the costs were shifted by <br /> changing the ordinances. <br /> Mr. Quandt noted that the county loses $10.17 on every paper that is served and the property <br /> tax payers have to pick up the additianal costs. He expressed concern that public safety sufF�rs <br /> when deputies ar� s�rving papers. Senator Gloor stated they are meeting tomorrow with the <br /> sheriff and chief of police. <br /> Senator Gloor stated that 3 years ago they started working on the replacement of the Veterans <br /> Home. The Nebraska Department of Veterans Affairs will have to carry this issue forward to <br /> the federal government. He hopes the home will stay in Grand Island but they do nat know. <br /> Lancaster stat�d that this is a very patriotic community and noted the suppart for the "Hera <br /> Flights". She thanked Senator Glaar and stated he serves us well. <br /> PUBLIC PARTICIPATION — Chairman Lancaster called for public participation and no one <br /> respond�d. <br /> 8. DISCUSSION ON ADDITIONAL OFFICE SPACE FOR PROBATION OFFICE — Mr. Purdy <br /> stated that Clay Schutz with the State I'robatian Office received confirmation the he will receive <br /> two additional officers in Hall County and Buffalo Caunty and h� is requesting to use the vacant <br /> space that was previously occupied by the juvenile attention center for the new afFicers. <br /> Lancaster stated that this was discussed at the facilities cammittee meeting and it is the <br /> county's responsibility to provide space for the probation affice. The attention center space is <br /> not being used so it makes sense to use it. <br /> Mr. Schuppan stated that h� had also met with the criminal justice committee and this was <br /> brought forward to the county board. <br /> Schuppan made a motion and Quandt seconded to allow the state probation office ta use th� <br /> juvenile attention center space for the probation office. Mr. Purdy stated that the state will do <br /> the upgrad�s if needed. Arnold, L.ancaster, McFarland, Purdy, Quandt, Schuppan and Ziala all <br /> voted yes and nane voted na. Motion carried. <br /> 11. AUDIT COMMITTEE RECOMMENDATION - DISCUSS AND APPROVE RESOLUTION <br /> AMENDING RESOLUTION #09-021 OF THE HALL COUNTY BOARD OF SUPERVISORS <br /> DATED MARCH 31, 2009 T� REVISE THE INVENTORY REPORTING POLICY— Lancaster <br /> 3 <br />
