COURT HOUSE HVAC ENGINEERS STUDY, DISCUSSION AND POSSIBLE ACTION -
Purdy stated that the county has taken care of the roof on the Courthouse but there are
plumbing 8 heating issues.
Building & Grounds Director L.oran Humphrey and Mr. Jackson with Systems Engineering
Professionals were present. The board members have a copy of the study that the company
did on the heating and cooling at the Courthause. Mr. Humphrey provided pictures of some of
the pipes showing the poor condition. In 1980 there was a proposal to install a four pipe system
in the building but the project was nat completed and now that they have new boilers a faur pipe
system, would be better. They are proposing to start with the pipes in the tunnel then work their
way up in the building.
Mr. Purdy stated they would first get the engineering plan and set out the phases of the work.
Then go forward with the bidding and the construction. Mr. Jackson stated the plans could be
completed by February.
Schuppan questianed what time of year this could be dane. Bath systems will have to be shut
down so you wauld need a mild time af year. By making the plans in phases it would it will help
to prepare for the costs involved.
Quandt asked how the phases would work. They would start with the main lines and once that
was done they could da the rest in phases. He also asked if the rest of the building would have
to be brought up to code and Mr. Humphrey stated that some of the electrical would also be
addressed.
Mr. Schuppan stated that the county does not have a choice it has to be done by addressing it
in phases it could be spread over two budget years.
Lancaster noted that they wanted to address adding court rooms with the jail bond issue but that
was cut out. Now we have to take care of what we have and maintain the Courthause as a
working Courthouse.
Purdy made a motion Arnold seconded to hire Systems Enginering Professionals to proceed
with the plans for the Courthouse heating and cooling.
Discussion was held on the funding and the funds for the roof replacement could be used.
2
