Held a Board of Equalization meeting. <br /> Returned to regular meeting at 9:15 a.m. <br /> 7. PRESENTATION BY SENATOR DUBAS — Senator Dubas was present and noted that after <br /> the election there will be new state senators and they will have a better facus on what will come. <br /> The interim sessions will be adjourning and the legislature will convene on January 9'h. This will <br /> be the budget year and tax policy is at the top of the list af issues to be addressed. She is sure <br /> that the inheritance tax issue will be brought farward again. She stated that she understands <br /> the importance of inheritance taxes to county government and there has to be a way to replace <br /> it. It is important to take care of the infrastructure. The counties do not have a lot of options to <br /> replace that revenue. She would like to take a look at tax policy overall because it has b�en a <br /> long time since this has been done. There has been discussion to eliminate income tax and the <br /> state has a lot of exemptions. At the last session they passed the child welfare reform and will <br /> continue to monitor that. They may also have to address the afFordable health car� program. <br /> Arnold stated he appreciated the help an the inheritance tax issue and he would also like to see <br /> th� general public aware of these issues. The county would not be able to make up for the loss <br /> of the inheritance tax. <br /> Quandt also expressed concern on the loss of the inheritance tax and asked about the fees that <br /> the county collects. Senator Dubas stated that the governor does nat want to increase fees <br /> either, he feels this is a "tax". Quandt stated that the fees that are charged are the cost of daing <br /> business. <br /> Ziola noted that a county sales tax has been discussed but legislation would have to be <br /> addressed and this may not be a workable solution. He does not know what other avenues <br /> there are. <br /> Senator Dubas noted that they raised the fees for the state parks because the parks are <br /> supported in large part by the fees. No one wants to vote for any increase in fees but if you do <br /> not increase the fees then cuts have to be made. <br /> Discussion was held on sheriff fees and the costs involved in serving papers. <br /> Lancaster expressed concern that the fees would have ta be increased a lot to replace <br /> inheritance tax. Inheritance tax is vital to Hall County and we would have a hard time if it was <br /> lost. It would affect the infrastructure and we would need another type of revenue. It was <br /> suggested that the state could take over the courts. The fees need to be address but they will <br /> never take the place of inheritance tax. Discussion was held on the letter from Lancaster <br /> 2 <br />
