b) DISCUSS AND TAK� POSSIBLE ACTION ON CHANGING JOB DESCRIPTION FOR <br /> JUVENILE DIVERSION OFFICER— County Attorney Mark Young and Juvenile Diversion <br /> Director Kelli Schadwinkel informed the board that they are evaluating how they handle the <br /> diversion fees and haw the services are offer�d. They also talked to the probation office and <br /> would like to make the part time probation officer a full time position. They will amend the grant <br /> for the additional salary fees. Kelli would like to move the program forward and after assessing <br /> the fees they found that Hall County's fees are low and the program fees had not been paid up <br /> front and they want to change that policy. <br /> Stacey Ruzicka stated that they should not have to amend the budget but may have to move <br /> some dollars in the grant fund to the juvenile diversion fund by resolution and also move some <br /> dollars from miscellaneous general. She will work with Mark and Kelli and come back to the <br /> board. They were not aware of this at budget time and Mr. Schutz was just informed he could <br /> have a fulltime position. <br /> Arnold stated that he is glad to see this happen. <br /> Lancaster noted that this gives the kids a second chance and it is a good program. With the <br /> changes that have happened the program will have better oversight. <br /> Ziola stated that he is the chair of the committee and this is a vital position for the office there <br /> has always been 2 full time and 1 part time employees. We need to support the direction this <br /> office is going. <br /> Ziola made a motion and Arnold seconded to allow the juvenile div�rsion office to hire a full time <br /> employee. Arnold, Lancaster, Mc�arland, Purdy, Quandt, Schuppan and Ziola all voted yes <br /> and none voted no. Motion carried. <br /> 6. A) 9:30 A.M. PUBLIC HEARING FOR CONDITIONAL U5E PERMIT FOR STOLTENB�RG <br /> IRRIGATION - Quandt made a motion and Purdy seconded to open th� public hearing far the <br /> conditional use permit. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all <br /> voted yes and none voted no. Motion carried. <br /> Loran Humphrey with the zoning department was present to address the public hearing and <br /> answer any questions. This is for a renewal of an existing 5-year conditional use permit. Mr. <br /> Stoltenberg is present if there are any questions. <br /> Mr. McFarland questioned if this should have come before the conditional use committee. <br /> Schuppan stated this is far a renewal; it has to be renewed every 5 years. It was on the agenda <br /> to set the hearing at the last meeting. Mr. Humphrey stated that he checks the sites and notifies <br /> the adjacent land owners of the hearings. <br /> Mr. Quandt stated that he does nat hav� a problem with the renewal the board may need a <br /> procedure to follow far the renewals. Mr. Schuppan stated that he does nat have any concerns. <br /> Lancaster suggested that the committee may want ta meet ta discuss the renewals. <br /> Arnold noted that we do not have a building department and it may nat be a bad idea for the <br /> board to know what permits are up for renewal. Schuppan noted that he does drive by the <br /> different locatians but we need to make sure that the permits are taken care of. <br /> Mr. Humphrey stated that he does drive the lacatians and in the future he will make sure the <br /> 4 <br />
