Department since 2008 and the program has made tremendous progress regarding the <br /> retracement of corner and section lines. It takes a field surveyor to do these surveys. They <br /> have been correcting errors that were dane in the past and are now moving forward. <br /> Lancaster noted that after Jake Ripp left there was a period of time when errors were made. <br /> Mr. Sherlock stated that there are 2 types of systems you can just trace the applications or you <br /> can have the current Hall County GIS system that is a land survey of the entire county. The <br /> information needs to be accurate. <br /> Arnold stated that during tax protest time the board uses the GIS system when they are talking <br /> about sectian lines and lot lines. The County Assessor uses the system to make those <br /> decisions and it saves time. It also provides the community with a service. The police and <br /> sheriff use the information on calls and it can also save on response time. The G15 system is <br /> an advantage to Hall County. <br /> Schuppan stated that he talked to Mr. Sherlack about the importance of having the base layer <br /> accurate and it takes time to develop an accurate system. There are not very many counties <br /> that have a GIS system as advanced as Hall County. <br /> Mr. Ziola stated that it sounds like someone wants to be in charge. Mr. Sherlock stated that he <br /> had received E Mails from Mr. Clark regarding this issue. Mr. Ziola stated that in his opinion no <br /> ane has a problem with GIS. <br /> Mr. Sherlock stated that the GIS budget was over$100,OOD.Op and he has r�duced it to <br /> $76,QQ0.00. His field surveyor is Wayne Gleason and he is planning to have Dan Douglas start <br /> as his surveyor apprentice. Mr. Sherlock also stated that the allegations regarding the Lake <br /> Erie maps was done on his own time on his own computer and they used some of this <br /> information to determine if contours could b� mapped on our GIS system and they determined <br /> that the caunty GIS system daes not have the licenses to do so. <br /> Lancaster stated that she was on the County Board when he was hired and has faith in him. <br /> Mr. Gleason is a great mentor and Mr. Sherlock is an amazing road superintendent and he does <br /> nat have to defend himself. <br /> 1p:10 a.m. Held a break. <br /> 1 p:30 a.m. returned to regular session. <br /> 6. 10:30 A.M. PUBLIC HEARING — COUNTY BUDGET—Quandt made a motion and <br /> Mc�arland seconded ta open the public hearing for the county budget. Arnold, Lancaster, <br /> McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. Motion <br /> carried. <br /> Chairman Lancaster called for public participation and no one responded. <br /> Brad Fegley was present. This public hearing allows anyone from the public to comment an the <br /> proposed county budget or for the board members to discuss it further. During the budget <br /> process the board discussed the addition 1% increase. Then the board will approve the <br /> adoption of the apprapriations for the county budget. The last hearing is for the final tax <br /> request. <br /> 4 <br />
