11 RECEIVE AND PLACE ON FIL� PETITION REQUESTING TO VACATE A PORTION O� <br /> ELM ISLAND ROAD - Mr. Zitt�rkopf stated that he was aware of this petition and the board has <br /> 14 days to direct the Highway Superintendent to do a survey and Mr. Sherlock has 30 days to <br /> conduct the survey. <br /> Schuppan made a motian and Ziola seconded to receive the petition and place it on file. The <br /> board will have to follow the state statute to proceed. Arnold, Lancaster, McFarland, Purdy, <br /> Quandt, Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> 13. DISCUSS AND TAKE ACTION ON GROUP TERM LIFE INSURANCE BID— Purdy stated <br /> that Lee Johnson contacted him regarding an opportunity to save on the graup life term <br /> insurance offered to the employees. He also stated that they would have a 2-year rate <br /> guarantee. <br /> Purdy made a motion and Ziola seconded to make application to accept the group term life bid <br /> effective 10-1-2�12 from Lincoln Financial Group at $.19 per thousand plus $.03 per thousand <br /> for AD$�D for a total of$.22 per thausand. Arnold, Lancaster, McFarland, Purdy, Quandt, <br /> Schuppan and Ziola all voted yes and none voted no. Motion carried. <br /> BOARD ASSISTANT'S REPORT—Stacey Ruzicka stated that she will need to have all of the <br /> board members sign the resolution for the budget once it is approved. <br /> COMMITTEE OR BOARD M�MB�R'S REPORTS - Mr. Purdy stated that the facilities <br /> committee met yesterday regarding replacement of the roof on the Court House. This is phase <br /> thre� of the project. They will be proposing to set a bid opening for this. <br /> Ziola stated that this is the rubber membrane on the roof and this will be removed down to the <br /> decking. <br /> Mr. Humphrey stated that when the rubber membrane was put on the roof they went over the <br /> old roof and did not remove it to save dollars the screws are naw warking through the rubber <br /> membrane and causing holes. There are numerous patches but the screws are working their <br /> way through the patches. The roof has exceeded its life expectancy and this is the third step in <br /> the pracess to replace the court house roof. Arnald noted how valuable the tenure of Rick <br /> Stepanek is. He knows the history on all of the county buildings. <br /> Ms. Lancaster stated that she and Bob McFarland attended the dedication of the plaque at the <br /> Arrasmith Park at the Central Nebraska Regional Airport. Mr. Schuppan also attended. <br /> 9:3p A.M. Held a Board of Corrections meeting. <br /> 9:40 a.m. Returned to the regular meeting. <br /> 24. GIS UPDATE REPORT BY CASEY SH�RLOCK— Mr. Sherlock was present and stated he <br /> vvanted ta address the newspaper article where Mr. Clark states that the GIS system is a waste <br /> of time and resources. Any former board member and any board member should be appalled at <br /> this stat�ment. This is an investment in the future with the digital land based system. The <br /> investment that the City af Grand Island has in the system far outweighs what Hall County has <br /> invested. The Hall Caunty Assessor is required to assess property and now even the soil type <br /> maps come in digital format and have to be overlaid on the current maps. The City of Grand <br /> Island has its own web site and Hall County has its own website. He has only had the GIS <br /> 3 <br />
