COMMITT��AND BOARD MEMB�R'S REPORTS — Mr. Purdy reported that the faciliti�s <br /> committee met Monday and they need help from the public for an additional $3,000.00 in <br /> matching funds for the life trail. They are putting out an appeal to th� public for these additional <br /> funds by September 15t to complete this project. There are no tax dollars used in this project <br /> they have applied far variaus grants ta complete it. Mr. Humphrey stated that the danations are <br /> tax deductible. Mr. Purdy also reported that the building and grounds department has <br /> measured all of the offices for the square footage. <br /> BOARD AS5ISTANT'S REPORT— Board Assistant Stacey Ruzicka reminded the board <br /> members that the informal hearing are being held in the committee meeting room so any other <br /> meetings they will need to be held in the county board room. <br /> 8. 1p:Qp A. PUBLIC HEARING- CONSOI.IDATION �F THE HALL COUNTY ASS�SSOR <br /> AND HALL COUNTY REGISTER OF DEEDS - Quandt made a motion and Arnold seconded to <br /> open the public hearing regarding the consolidation of the Hall County Assessor and Register of <br /> Deeds. Arnold, Lancaster, McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and <br /> none voted no. Motion carried. <br /> Lancaster stated that this had been addressed 2 years ago and noted that sev�ral other <br /> counties are laoking at the same issues. <br /> Chairman Lancaster called for public participation and no one responded. She noted the media <br /> coverage and stated that there were no negative comments. She also noted the Platte Institute <br /> and the report that was given to them and the unfunded mandates that have affected the <br /> county. <br /> Chairman Lancaster called for public participation. <br /> County assessar Jan Pelland stated the she talked to the committee and wanted to address i <br /> some concerns. She stated that it would still be necessary ta retain both offices and the current <br /> office space and also retain th�: same number of employees. There cauld be a deputy <br /> appointed to oversee the register af deeds but that person would also have to have the <br /> assessor's certification. You may be able to do some cross training but could not use the same <br /> emplayees for both offices. The supplies, utilities and operation costs would still be the same <br /> and the offices should stay in the same locations. She alsa stated that the budgets should also <br /> be separate and be maintained the same. Maybe as time goes on there could be some <br /> mergers. Ms Pelland stated that her last point would be the compensation for whoever takes <br /> ov�r the two offic�s there should be consideration for additional compensation because they <br /> would have to learn other office duties. <br /> Chairman Lancaster called for public participation and no one responded. <br /> Quandt made a motion and Purdy seconded to close the public hearing. Arnold, Lancaster, <br /> McFarland, Purdy, Quandt, Schuppan and Ziola all voted yes and none voted no. Motion <br /> carried. <br /> Mr. Zitterkopf stated that the resolution to consolidate the office of the Hall County Assessor and <br /> th� Hall County Register af Deeds was prepared. This does not mean that the offices are <br /> consolidat�d now this is for the public to consider the consolidatian. This question will be <br /> submitted to the voters of th� County. The ballot language in is the resolution and reads °shall <br /> the offices af the Hall County Assessor and the Hall County Register of Deeds be consolidated <br /> 4 <br />
