Schuppan stated that he has had an issue with Stuhr Museum; the original agreement was to <br /> provide maintenance to the buildings. We will have to cut dollars from the budget. He is not in <br /> favor of adding a new tax. <br /> Lancaster noted that the county uses the dollars from the inheritance fund to keep the property <br /> tax rate down. The loss of the inheritance tax dollars will put a tremendous strain on the county <br /> budget. <br /> Schuppan stated that he would like to impose a county sales tax across the entire county and <br /> that would lower the levy considerably but they would have to go to the legislature to support <br /> this. <br /> Quandt stated that he was here 15 years ago and John Wagoner used to say "a tax is a tax ". If <br /> the state abolishes one tax we may need to initiate another tax. McFarland stated that a sales <br /> tax is a fair tax. <br /> Arnold stated that a county wide sales tax would make more sense but the legislation would <br /> have to be changed and cities have more lobbyists than counties. The county only has 2 <br /> functions the park and the museum that we are not required to do but they are an important part <br /> of the county and they are important to the public. <br /> Lancaster noted that in 1964 the people voted on the Stuhr Museum issue and we have <br /> addressed the percentage rate that they receive from the tax rate it was 3% and now it is <br /> 2.23 %. This will always be discussed. <br /> 13. JUVENILE COMMITTEE RECOMMENDATIONS <br /> A) DISCUSS NEWSPAPER AD FOR JUVENILE SERVICES DIRECTOR. <br /> Mr. Ziola stated that the committee used the ad for county treasurer as an example and made <br /> changes. They did recommend running the ad March 17, 18, 24 and 25 with the material due by <br /> Thursday March 29 at 5:00 p.m. and they suggested meeting on Friday March 30 to review the <br /> applications. Then they suggested that the finalists could be interviewed on April 10 <br /> B) DISCUSS AND ACCEPT JOB DESCRIPTION FOR JUVENILE SERVICES DIRECTOR. <br /> Mr. Ziola has worked on the job description and contacted Douglas and Lancaster counties but <br /> they did not have a job description for that position. He suggested using the job description and <br /> it could be changed in the future if necessary. <br /> The committee also met last week regarding the grant administration and the compensation. <br /> Robyn Hassel has been taking care of the grant administration at this time. According to the <br /> budget and payroll information it is $76.92 per pay period for the grant administration. It is only <br /> fair that Robyn should receive the compensation for the grant administration. <br /> C) DISCUSS AND TAKE ACTION ON TIMELINE, HIRING PROCESS AND SALARY /HOURLY <br /> POSITION REGARDING JUVENILE SERVICES DIRECTOR - Ziola stated that discussion was <br /> held regarding the salary and the issue came up regarding the hiring of the county treasurer that <br /> the applicants did not want their names to be public. Everything is public record but this may be <br /> an exception because it is an employee and an appointed position not an elected official. The <br /> application could be kept confidential except for the 4 finalists. <br /> Arnold stated that he appreciates all of the work that the committee has done and agrees that <br /> 5 <br />
