HALL COUNTY BOARD OF CORRECTION MEETING SEPTEMBER 13, 2011 <br /> 9:30 a.m. Arnold made a motion Purdy seconded to go into a Board of Corrections meeting <br /> Present on roll call were Scott Arnold, Pamela Lancaster, Daniel Purdy, Gary Quandt, Steven <br /> Schuppan and David Ziola. Bud Jeffries was absent. <br /> Also present was Fred Ruiz Corrections Director, County Attorney Jack Zitterkopf and Board <br /> Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Vice Chairman Pamela Lancaster. <br /> NOTICE OF OPEN MEETING LAW — Vice Chairman Lancaster read the notice of the open <br /> meeting law. <br /> MINUTES — Ziola made a motion and Purdy seconded to place on file the minutes of the August <br /> 2, 2011 meeting. Arnold, Lancaster, Purdy, Quandt, Schuppan and Ziola all voted yes and <br /> none voted no with Jeffries absent. Motion carried. <br /> CORRECTIONS DIRECTOR'S REPORT — Fred Ruiz stated that Jim Long with Aramark Group <br /> would like to make a presentation to the staff members of Aramark that work at the corrections <br /> department. <br /> Mr. Long stated that this is a 3 state region they are monitored on a quarterly basis. Jail <br /> standards and the health department and their company have done inspections with no findings. <br /> He wanted to recognize their service. Mr. Ruiz stated that Aramark also sponsor community <br /> activities and delivers cookies to various nonprofit organizations at Christmas time. Mr. Ruiz <br /> stated that the average number of inmates is about 240 per day and they serve 3 meals a day. <br /> DISCUSS AND AUTHORIZE CHAIR TO SIGN AGREEMENT WITH US BANK CARD — David <br /> Hughes and Melissa Yancy with US Bank were present regarding the purchase card. Mr. Ruiz <br /> stated that they are still using his personal credit card for county business and would like to use <br /> the purchase card. <br /> David Hughes, 305 North Hastings, Hastings, Nebraska stated this purchase card looks the <br /> same as a credit card but there are definite benefits regarding the control of the card. Each <br /> department will have an administrator and the billings and control of the card and the limits on <br /> the card can be handled on line. There is a 30 day billing cycle and the county can set the <br /> billing dates. <br /> Lancaster noted that it is still the obligation of the employee or the department to keep track of <br /> the receipts so that part does not change. Mr. Hughes stated that there is also protection on the <br /> card that will not allow the purchase of alcohol or electronics the county has the ability to be as <br /> constrictive as they want. <br /> Mr. Ruiz stated that he sent paper work to the county attorney to review that would require the <br /> employee to sign when they are using the cards. Each department can set the limits on the <br /> cards. <br />
