HALL COUNTY BOARD OF CORRECTIONS MEETING JUNE 7, 2011 <br /> ROLL CALL VOTE — Quandt made a motion and Arnold seconded to go into a Board of <br /> Corrections meeting. <br /> Present on roll call were Scott Arnold, Pamela Lancaster, Daniel Purdy, Gary Quandt, <br /> Steven Schuppan and David Ziola. Bud Jeffries was absent. <br /> Also present was Fred Ruiz Corrections Director, County Attorney Jack Zitterkopf and <br /> Board Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Vice Chairman Pamela <br /> Lancaster. <br /> NOTICE OF OPEN MEETING LAW — Vice Chairman Lancaster read the notice of the <br /> open meeting law. <br /> PUBLIC PARTICIPATION - Vice Chairman Lancaster called for public participation and <br /> no one responded. <br /> CORRECTIONS DIRECTORS REPORT — Corrections Director Fred Ruiz stated that <br /> They have 7 inspectors from ICE so they are busy. He stated that Stacey called <br /> regarding the line item in his budget for personnel cost because it is over but they are <br /> required to work 86 hours a pay period before they get the overtime rate and those <br /> hours are at the regular rate not overtime. Discussion was held to add a line item for the <br /> guard rate but that may be hard to track. <br /> Stacey noted that they will just need to budget more dollars in the regular salary line item <br /> to cover the additional hours. Lancaster noted to be sure to include that information for <br /> the board members. <br /> Mr. Ruiz reported that they will also be selling phone time on the kiosks so the inmates <br /> can use the phones. He is also looking at hiring some one to pass out the commissary <br /> items. They will have extra money in the inmate welfare fund. <br /> He also noted that they will be attending a national conference in July that they have to <br /> attend every other year. <br /> They still need to address the double bunking in areas D and E the population in these <br /> areas need to be segregated from the rest of the population and he does not see that <br /> going away. <br /> Fred also stated that the "north 40" of grass takes about 5 to 7 hours to mow using the <br /> riding mowers and it can be done but he talked to Mr. Humphrey and they could do it in <br /> 1 or 2 hours with their mowers. This would save time and resources and he would like <br /> to proceed to get this done. Arnold noted this is an issue because it is not budgeted and <br /> he does not have the personnel and gas and the trailer to transport the mower. <br /> They are still working on the RFP for the finger print machine in the administration area <br /> but have not had time to complete this. They are looking for a state bid for this Securus <br /> has given them $30,000.00 but the bid was $35,000.00 and they would like to take on <br /> 1 <br />
