HALL COUNTY BOARD OF CORRECTIONS MEETING JULY 20, 2010 <br /> ROLL CALL VOTE — Wagoner made a motion and Quandt seconded to go into a Board <br /> of Corrections meeting. <br /> Present on roll call were Bud Jeffries, Daniel Purdy, Robert Rye, Gary Quandt and <br /> Daniel Wagoner. Scott Arnold and Pamela Lancaster were absent. Also present was <br /> Fred Ruiz Corrections Director, Holly Plejdrup, Administrative Assistant, County Attomey <br /> Jack Zitterkopf and Board Assistant Stacey Ruzicka. <br /> CALL TO ORDER - The meeting was called to order by Chairman Bud Jeffries. <br /> MINUTES — Quandt made a motion and Purdy seconded to approve the minutes of the <br /> May 11, 2010 meeting. Jeffries, Purdy, Quandt, Rye and Wagoner all voted yes and <br /> none voted no. Scott Arnold and Pamela Lancaster were absent. Motion carried. <br /> NOTICE OF OPEN MEETING LAW - Chairman Jeffries read the notice of the open <br /> meeting law. <br /> PUBLIC PARTICIPATION — Chairman Jeffries called for public participation and no one <br /> responded. <br /> DISCUSS AND AUTHORIZE CHAIR TO SIGN AMENDMENT #5 FOR ARAMARK <br /> AGREEMENT — Mr. Ruiz stated that this is the cost adjustment of the inmate meals and <br /> this is addressed annually. The increase is 2 cents per meal. The contract has been <br /> reviewed by Jerry Janulewicz. <br /> Rye made a motion and Wagoner seconded to authorize the Chair to sign the <br /> amendment. The cost is lower if more meals are served. Jeffries, Purdy, Quandt, Rye <br /> and Wagoner all voted yes and none voted no. Scott Amold and Pamela Lancaster <br /> were absent. Motion carved <br /> CORRECTIONS DIRECTORS REPORT — Corrections Director Fred Ruiz stated that <br /> they have received information on another unfunded mandate regarding the collection of <br /> DNA samples from felons. The State Probation offices and Sheriffs do not want to do <br /> this so the are trying to have the department of corrections to this. State Statute does <br /> not indicate who is going to help with the costs. There are funds for the testing kits but <br /> there would be postage to mail them. There are about 21 or 22 that would require the <br /> testing; this is just another example of unfunded state mandates that are passed on. <br /> This is to be a nationwide effort to establish this data base. <br /> Purdy questioned if the inmate could be charged for the cost but Mr. Ruiz stated that <br /> they could not do that. <br /> Mr. Ruiz stated that they have a contract for the commissary with Swanson and they are <br /> proposing to put in a kiosk in the units so the inmates can order and delivery would be <br /> timelier. This could come from inmate welfare fund to cover the costs of installation. It <br /> would take about 90 days to get it implemented. He is asking for the boards approve for <br /> this purchase. He also is proposing to purchase a tracking system for the inmates. This <br /> system will track where the inmates are and will save the officers time. <br />
