HALL COUNTY BOARD OF CORRECTIONS JANUARY 2009
The Hall County Board of Corrections met from general session and by published call.
10:00 a.m. Roll Call Vote - Motion was made by Arnold and seconded by Lancaster, to
enter into the Board of Corrections. Scott Arnold, Jim Eriksen, Bob Humiston, Bud
Jeffries, Pamela Lancaster, Robert Rye and Daniel Wagoner, all voted yes and none
voted no. Motion carried.
NOTICE OF OPEN MEETING LAW — Chairman Jeffries read the notice of the open
meeting law.
MINUTES OF MEETING — Lancaster made a motion and Eriksen seconded it to place
on file the minutes of the November 10, 2008, meeting. Arnold, Eriksen, Humiston,
Jeffries, Lancaster, Rye and Wagoner, all voted yes and none voted no. Motion carried.
Chairman Jeffries call for Public participation there was no response.
CORRECTION DIRECTOR'S REPORT - Correction Director Fred Ruiz was present and
presented the following report to the Board. He stated that the housing of federal
detainees was showing increased number. There were a total of 192 inmates as of
today with 58 of them being federal detainees in jail on Tuesday and that number was
expected to raise to 68 by tomorrow.
The 58 ICE inmates do not reflect the number of inmates that have been brought to the
Correction Facilities. The booking in one day and releasing on the next day the
paperwork is of great detail having moved some employees to different assignments.
There is one Sergeant and the two correction officers who are mainly working with the
ICE detainees.
On site medical screening test are done on inmates, but some inmates require trips to
and from medical facilities which can take about 2 hours per inmate. Nearly $47,000.00
worth of housing, mileage, guard duty is being billed to ICE in the month of December.
Mr. Ruiz stated that Hall County Corrections Facility is running a small business that with
time will show full potential.
Detainees who also have ICE violations remain in the correction facilities once they have
served their time for charges in our county. ICE places a hold on those inmates and
takes over their cost at that time.
Supervisor Arnold added that he felt with ICE using our facilities we may see a decrease
in illegal arrest in our area. After all if they know that if they would be arrested for some
small offence but run the risk of their information is shared with ICE in the next room
they may choose to stay away from Hall County.
The Mental Health contract is still on hold and will be addressed at a later date.
y
I ',
