HALL COUNTY BOARD OF CORRECTIONS MEETING JANUARY 11, 2005 The Hall County Board of Corrections met from general session and by published call. 9:55 a.m. Rye made a motion and Humiston seconded to go into a board of corrections meeting. Eriksen, Hartman, Humiston, Jeffries, Lancaster and Bob Rye all voted yes and none voted no. Arnold was absent for the vote. Motion carried. Members present were Scott Arnold, Jim Eriksen, Dick Hartman, Bob Humiston, Bud Jeffries, Pamela Lancaster and Bob Rye. Also present was Corrections Director Dave Arnold. CORRECTIONS DIRECTORS REPORT — Correction Director Dave Arnold was present and distributed the statistical reports to the board members. He stated that the daily average was 113 inmates. Over the two month period they booked in 719 inmates 147 women and 572 men. The total offenses were 1410, which are about 2 charges per person. The percentages for the arresting agencies are fairly consistent. He also included the classification report for 2004. This report shows the percentages of minimum, medium and maximum inmates for the year. He also included Emmett Arnett's work release report and the Administrative assistant's report that included the medical information and the housing report. Scott Arnold questioned if corrections is involved in the grants for the intensive enforcement for overtime hours. This is a good program but there needs to be a broader return. The grant dollars only cover one step but there are other costs involved. Jeffries quested what the total cost of one arrest would be. Mr. Arnold quoted an example and the total cost would be $2,200.00 to prosecute. Lancaster reminded the board of a situation on stolen property and costs involved to prosecute but there wasn't any help offered to the offender. They need to look for other avenues to offer help. Dave Arnold noted that the State of Nebraska owes Hall County $146,228.05, but the county will not receive these dollars. Once the State's budgeted dollars are gone they do not make any more payments. The funds are on a first come first serve basis. Lancaster stated that Assistant Corrections Director Connie Pfeiffer received an award for recognition as a certified corrections executive. She is the only person in the State of Nebraska with this title. The quarterly jail tour will be held. Rye, Jeffries, Arnold, Lancaster, Eriksen, and Humiston will attend the tour. Meeting adjourned.
