Arnold Holly Plejdrup
Director Administrative Assistant
February 23, 2005
Director David Arnold
Hall County Department of Corrections
131 South Locust
Grand Island, NE 68801
Dear Director Arnold:
Recently, I spoke with you regarding the Social Security Administration's Inmate
Incentive Payment Program that we participate in Here is a brief description of the
program and our responsibilities as a Reporter.
On August 6, 1997, the Hall County Department of Corrections signed an agreement with
the Social Security Administration to begin the Inmate Incentive Payment Program. The
purpose of this program is to alert the Social Security Administration that an individual
receiving Supplemental Security Income has been incarcerated. For SSI benefits, the law
states that you cannot live in a public institution (jail, prison, penal facility) for a full
calendar month or more, and continue to receive SSI benefits.
For Title 11 benefits (pertaining to Federal Old -Age, Survivors, and Disability Insurance
Benefits), the law states that if an individual commits a crime, is convicted by a court,
and serves more than 30 continuous days in jail following the conviction, the individual
cannot receive Title II benefits.
Each month, we send the Social Security Administration downloaded information from
our database containing name information on those individuals who have been
incarcerated in our facility. After this information has been reviewed by SSA, they send
us a verification file. We use this information to help identify and correct false inmate
name information in our database, which is shared with law enforcement agencies
throughout the area.
