To manage and operate the Project efficiently and effectively and with praper economy with che �oai of maximizing che use of rhe Project as a puhlic multi•pur- pose agricultural exposition and events center serving the recreaxional, cultural and econamic needs of the residents of the City. d. To make any arrangemen�s tor the use of all or part of the Project by eachibitors, licensees, concessionaires and users of the Project in the ordinaty course ot busi- ness for such charges or payments as determined by Heartland; provided, haw- ever, that any such arrangements shall be cancellable consistent with the require- ments of Rev. Proc. 32-?6. e. To receive all revenues from the general operations of the Project and retaia or use such revenues for the �eneral operation of the Project and the �eneral apera- tions of Heartland. f. To receive the proceeds of any city occupation taxes from the City under Neb. Rzv. Stat. � 16-?0� and retain or use such proceeds far the general operation of the Project and the genezal operations of Heartland. g. To administer, supervise, sta£f and direct the general operations of the Project at Heartland's e:cpense. , h. To establish and enforce rules of conduct for supervisors, staff, exhibitors, licen- sees, concessions, patrons, and any other individual or goup using the Project to protect and preserve the Project and the health, safety and welfaze of individuals and the public at Heartland's �xpense. i. To provide all maintenance and repairs, and janitoriai and securicy services necessary and prudent to protect and preserve the Project and provide a clean orderiy facility for users, zxhi6itors, patrons and others; grovided, ho�vever, chat any alterations, additions and improvements requested by the City shall be paid bv the Citv.
