Sanitary Sewer District No. 447 of the City of Grand Island, Nebraska, is hereby created for the laying of an eight-inch, or 20.32 centimeters, vitrified clay or polyuinalchloridv plastic pipe, line, and appurtenances thereto. SECTION 2. SECTION 3. Said improvcatcnts shall be made in accordance with pi:ms and specifications prepared by the Enl;inecr for the City who shall estimate the cast thrrcaC, and submit ChC same to the City Council, and upon approval of the same, bids for the crntstrutl'ion of such sanitary sewer shall be taken anti contracts enterad loco in tht manner pruvidec3 by law. SECTION 4. This erdinante shalt be in forte and take effect from and after its passage, approval, and publication, without the plat, as provided by law. STiCTION b.
