Said lllprovements shall be made in accordance with p1ans and specifications prepared by the Engineer for the City who shall estimate the cost thereof-, and submit the same to the City Council. and upon approval of the same, bids for th_e construction of such water main shall be taken and contracts entered into in the manner provided by law. SECTIQN 4. The cost of construction of such improvements shall be assessed against the property within such district abutting upon the stl.ee~ wherein such water main has been so placed to the ext~nt of benefits to such property not to exceed the ~aying of a six-inch .....ater nlain. by reason of s\,;ch improvement t and a special tax shall be levied at one til'1"Ie to pay for such cost of construction as soon as can be ascertained; and such special t.ax and assess:nonls shall C'onst.ltute a sink.log fund for the payment of any warrants or bonds for the purpose of paying the cost of such water main in such district; and such spt"cidl assess:nents sheil1 be paid and collected either in d fund to be designated and known as the Sewer a.nd Water Extension fund for Waler Mclin District No. 363. or the Water Surplus Fund.
