ORDINANCE NO. 7189 (Contd) j-- 85-004146 Council, and upon approval of the same, bids for the construction of such sanitary sewer shall be taken and entered into in the manner provided by law. SECTION 4. The cost of construction of said sanitary sewer district shall be reported to the City Council, and the Council sitting as a board of equalization shall determine benefits to abutting property by reason of such improvement, pursuant to Section 16- 6,103, R.R.S. 1943. The special benefits shall not be levied as special assessments but shall be certified by resolu- tion of the City Council to the Register of Deeds. A connection fee in the amount of the special benefits accruing to each property in the district shall be paid to the City of Grand Island at such time as such property becomes connected to the sanitary sewer main in such district. No property thus benefited by sanitary sewer main improvements shall be connected to the sanitary sewer main until the connection fee is paid. The connection fees collected shall be paid into a fund to be desig- nated as the Fund for Sanitary Sewer Connection District No. 466T for the purpose of creating a sinking fund for the payment of bonds or for the purpose of replenishing the construction fund. Payment of the cost of construction of Sanitary Sewer District No. 466T may be made by warrants drawn upon the appropriate sanitary sewer construction fund. SECTION 5. This ordinance shall be in force and take effect from and after its passage, approval, and publication, without the plat, within fifteen days in one issue of the Grand Island Daily Independent, as provided by law.
