M <br />this deed of conveyance, and said construction shall be <br />completed within eighteen (18) months from the date of this <br />deed unless completion time is waived by the Director of the <br />Community Development Agency as a result of acts or conditions <br />beyond the control of the Grantee. The commercial project <br />shall be deemed completed as of the date that the Director of <br />Community Development Agency finally examines the Premises and <br />finds it to meet the requirements of the plans and sp ecifi- <br />cations proposed, submitted, and approved for the commercial <br />development pursuant to the Urban Renewal Plan and the Community <br />Development Plan for the commercial project. <br />3. Grantee shall not discriminate upon the basis of race, <br />color, religion, sex, or national origin in the construction, <br />sale, lease, rental, use or occupancy of any of the commercial <br />units in the project. <br />4. All advertising, including signs on the Premises <br />advertising the sale or rental of the Premises, shall include <br />the legend, "An Open Occupancy Building" in type or lettering of <br />easily legible size and design. <br />Grantee shall not, prior to the completion of the <br />improvements on the premises, as certified by the Director of <br />the Community Development Agency, sell, assign, contract to <br />sell, or in any manner convey the premises or any interest <br />therein without the prior written approval of the Director of <br />the Community Development Agency. Any successor in interest of <br />Grantee shall. be bound by the provisions of this deed. <br />6.
