M this deed of conveyance, and said construction shall be completed within eighteen (18) months from the date of this deed unless completion time is waived by the Director of the Community Development Agency as a result of acts or conditions beyond the control of the Grantee. The commercial project shall be deemed completed as of the date that the Director of Community Development Agency finally examines the Premises and finds it to meet the requirements of the plans and sp ecifi- cations proposed, submitted, and approved for the commercial development pursuant to the Urban Renewal Plan and the Community Development Plan for the commercial project. 3. Grantee shall not discriminate upon the basis of race, color, religion, sex, or national origin in the construction, sale, lease, rental, use or occupancy of any of the commercial units in the project. 4. All advertising, including signs on the Premises advertising the sale or rental of the Premises, shall include the legend, "An Open Occupancy Building" in type or lettering of easily legible size and design. Grantee shall not, prior to the completion of the improvements on the premises, as certified by the Director of the Community Development Agency, sell, assign, contract to sell, or in any manner convey the premises or any interest therein without the prior written approval of the Director of the Community Development Agency.
