THE AVERAGE HOURLY TRAFFIC WILL BE DETERMINED <br />BY DIVIDING THE TOTAL NUMBER OF VEHICLE MOVEMENTS RECORDED DURING THE <br />TIME PERIODS BY THE LENGTH OF THE TIME PERIODS IN HOURS.
