Construction of this cul -de -sac, with a five (5.0) inch layer of asphaltic surfacing <br />or an eight (8.0) inch layer of milled recycled asphalt over regular compaction, shall be to the <br />satisfaction of the Director of Public Works. <br />3. Limited Access onto Independence Avenue. Lot 1 of Block 1 and Lot 1 of <br />Block 2 shall not be permitted driveway access onto Independence Avenue. <br />4. Water. Public water is available to the subdivision and the Subdivider agrees <br />to extend, connect and provide water service to all lots in the subdivision in accordance with plans <br />and specifications approved by the Director of Public Works, and subject to the City's inspection. <br />5. Sanitary Sewer. Public sanitary sewer is available to the subdivision and the <br />Subdivider agrees to extend, connect and provide sanitary sewer service to all lots in the subdivision <br />in accordance with plans and specifications approved by the Director of Public Works, and subject to <br />the City's inspection. <br />6. Storm Drainage. The Subdivider agrees to grade all lots in the subdivision in <br />conjunction with the development proposed thereon so that storm drainage is conveyed to a public <br />right -of -way or to other drainage systems. The drainage plan must be approved by the Director of <br />Public Works and recorded by the Subdivider with the Hall County Register of Deeds office. <br />7. Sidewalks. The Subdivider shall install all public sidewalks as required by <br />the City of Grand Island when the lots are built upon, and such sidewalk shall be regulated and <br />required with the building permit for each such lot. <br />8. Flood Plain. Since the subdivision is within a delineated flood plain, all <br />structures constructed shall have the lowest floor elevation to a minimum of one foot above the <br />elevation of the 100 -year flood as determined by the building permit received by the Subdivider or <br />-3- <br />
