To allow final payment and retirement of said <br /> Warrants and to pay the costs of improvements for said District, <br /> the Mayor and City Council may issue bonds in such form and manner <br /> as may be provided by law, and may assess the cost of said work to <br /> the property in said District in proportion to the benefits derived <br /> therefrom. <br /> Section 8. After creation of the District and the <br /> construction of the improvements contemplated herein, the City of <br /> Wood River shall compel all proper connections therewith of <br /> occupied properties in such Utility District. <br /> Section 9. This Ordinance shall be published one ( 1) time in <br /> The Wood River Sunbeam, a legal weekly newspaper published and of <br /> general circulation in the City of Wood River, Nebraska, and shall <br /> take effect and it would be in full force and effect from and after <br /> its passage approval wand publication as provided by law. <br /> Section 10 . This Ordinance shall take effect and be in full <br /> force 30 days after its enactment and publication unless Referendum <br /> Petitions shall be filed within said 30 days with the City Clerk <br /> pursuant to provisions of § 18-2501 to 18-2537 inclusive, R.R.S. <br /> Neb.
