. 99 109556 <br /> Addition; thence Easterly to the Northeast corner of Lot <br /> Fifteen ( 15 ) , also being the point of beginning. <br /> Section 3 . The size and kind of water mains proposed to be <br /> constructed in such District and the location and terminal points <br /> thereof are all set forth on Exhibit "A" attached hereto and <br /> incorporated herein by reference. <br /> Section 4. The City' s engineers have made detailed plans and <br /> specifications for the extension of the water main and an estimate <br /> of the cost thereof and have filed the same with the City Clerk <br /> prior to the introduction of this Ordinance. Upon approval of the <br /> plans and specifications and estimates by the City Council, bids <br /> for construction of said work shall be provided by advertisement. <br /> In advertising for bids, the amount of the engineer' s estimate of <br /> the cost thereof may be published therewith. Upon acceptance of <br /> any bid by the City Council, the Mayor and City Clerk are <br /> authorized to enter into a Contract on behalf of the City for such <br /> work, and such Contract shall be executed by the Mayor and attested <br /> by the City Clerk. The City Council shall have and hereby reserves <br /> the right to reject any and all bids received. Should the City <br /> Council accept a portion of the bid received, the property <br /> adjoining the improvements and extension of the water mains in the <br /> District that are not accepted for construction shall be deleted <br /> from the District and no extension of the water mains shall be <br /> created to service said property. <br /> Section 5 . The work and improvements shall be made at public <br /> costs with special assessments on the properties specially <br /> benefitted thereby, proportionate to benefits, may be levied to <br /> reimburse the City to the extent provided by law. Property <br /> included within the boundaries and limits of said Extension <br /> District are hereby declared to be specially benefitted by said <br /> work and improvements and special assessments against the same will <br /> be made as provided by law. <br /> Section 6 . For the purpose of paying for the improvements <br /> contemplated by Water Improvement District 98-3, the Mayor and City <br /> Council of the City of Wood River may issue District Improvement <br /> Warrants in the form and manner provided by law. <br /> Section 7. To allow final payment and retirement of said <br /> Warrants and to pay the costs of improvements for said District, <br /> the Mayor and City Council may issue bonds in such form and manner <br /> as may be provided by law, and may assess the cost of said work to <br /> the property in said District in proportion to the benefits derived <br /> therefrom. <br /> Section 8. After creation of the District and the <br /> construction of the improvements contemplated herein, the City of <br /> Wood River shall compel all proper connections therewith of <br /> occupied properties in such Utility District. <br /> -2- <br /> I <br /> � <br />
