. 99 109556 Addition; thence Easterly to the Northeast corner of Lot Fifteen ( 15 ) , also being the point of beginning. Section 3 . The size and kind of water mains proposed to be constructed in such District and the location and terminal points thereof are all set forth on Exhibit "A" attached hereto and incorporated herein by reference. Section 4. The City' s engineers have made detailed plans and specifications for the extension of the water main and an estimate of the cost thereof and have filed the same with the City Clerk prior to the introduction of this Ordinance. Upon approval of the plans and specifications and estimates by the City Council, bids for construction of said work shall be provided by advertisement. In advertising for bids, the amount of the engineer' s estimate of the cost thereof may be published therewith. Upon acceptance of any bid by the City Council, the Mayor and City Clerk are authorized to enter into a Contract on behalf of the City for such work, and such Contract shall be executed by the Mayor and attested by the City Clerk. The City Council shall have and hereby reserves the right to reject any and all bids received. Should the City Council accept a portion of the bid received, the property adjoining the improvements and extension of the water mains in the District that are not accepted for construction shall be deleted from the District and no extension of the water mains shall be created to service said property. Section 5 . The work and improvements shall be made at public costs with special assessments on the properties specially benefitted thereby, proportionate to benefits, may be levied to reimburse the City to the extent provided by law. Property included within the boundaries and limits of said Extension District are hereby declared to be specially benefitted by said work and improvements and special assessments against the same will be made as provided by law. Section 6 . For the purpose of paying for the improvements contemplated by Water Improvement District 98-3, the Mayor and City Council of the City of Wood River may issue District Improvement Warrants in the form and manner provided by law. Section 7. To allow final payment and retirement of said Warrants and to pay the costs of improvements for said District, the Mayor and City Council may issue bonds in such form and manner as may be provided by law, and may assess the cost of said work to the property in said District in proportion to the benefits derived therefrom. Section 8. After creation of the District and the construction of the improvements contemplated herein, the City of Wood River shall compel all proper connections therewith of occupied properties in such Utility District. -2- I �
