The lots contained within said district are Lots Eight <br /> (8 ) through Twenty-Four (24) inclusive, of Thelen <br /> Subdivision First Addition, to the City of Wood River, <br /> Nebraska. <br /> Section 3. The City' s engineers shall make detailed plans and <br /> specifications for said improvements and an estimate of the cost <br /> thereof and shall submit the same to the City Council. Upon <br /> approval of the same by the City Council, bids for construction of <br /> said work shall be provided by advertisement. In advertising for <br /> bids, the amount of the engineer' s estimate of the cost thereof may <br /> be published therewith. Upon acceptance of any bid by the City <br /> Council, the Mayor and City Clerk are authorized to enter into a <br /> contract on behalf of the City for such work, and such contract <br /> shall be executed by the Mayor and attested by the City Clerk. The <br /> City Council shall have and hereby reserves the right to reject any <br /> and all bids received. Should the City Council accept a portion of <br /> the bid received, the property adjoining the streets in said <br /> district that are not accepted for construction shall be deleted <br /> from the district and no grading and graveling created on said <br /> streets. <br /> Section 4. The work and improvements shall be made at public <br /> costs, with special assessments on the properties specially <br /> benefitted thereby, proportionate to benefits, may be levied to <br /> reimburse the City to the extent provided by law. Certain <br /> community development block grant funds may also be used to pay a <br /> portion of the cost of said grading and graveling. Property <br /> included within the boundaries and limits of said district and <br /> adjoining and abutting the same, is hereby declared to be specially <br /> benefitted by said work and improvements, and special assessments <br /> against the same may be made as hereinafter prescribed. <br /> Section 5 . For the purpose of paying for the grading and <br /> graveling, or such other necessary improvements incidental thereto, <br /> the Mayor and City Council of the City may issue district <br /> improvement warrants of Street Improvement District No. 98-3 of the <br /> -2- <br /> . <br /> � <br />
