DocuSign Envelope ID: E1A0E30C-7C28-45F5-8C00-3FE5E3A80950 <br />202401002 <br />Recipients may request reimbursement of all General Administration expenses at the end of <br />project if desired but may not request early payments if non -administrative expenses have not <br />reached the required benchmark. <br />Housing Management Reimbursements <br />Housing Management costs will only be reimbursed upon proof of unit completion and with <br />adequate source documentation. Such proof of unit completion includes but is not limited to a <br />Closing Disclosure Statement from the sale of a unit to an eligible homebuyer or an occupancy <br />permit for a completed rental unit. If a project includes rehabilitation of existing units, a final <br />inspection must be signed off on by the unit owner, the contractor, and a representative of the <br />Recipient and submitted as proof of completion. Upon successful completion of a Trust Fund - <br />Assisted rental unit and documentation of unit completion, the Department will reimburse the <br />Recipient Five Thousand Dollars ($5,000) in Housing Management costs per unit completed. <br />Match Funding Documentation <br />The Department has relied upon the amount of cash matching funds the Recipient proposed in <br />the Application in its decision to award Trust Funds for the Project. The Recipient must provide <br />the full amount of cash matching funds proposed in the Application, and only cash matching <br />funds provided after the Notice of Release of Funds will be considered matching funds for the <br />Project that is the subject of this contract. <br />These cash matching funds must be satisfactorily incurred and expended by the Recipient for <br />the Use (Activity) as outlined in the table above and requested in proportion to Trust Fund costs <br />submitted for reimbursement of the same budget line item. All cash matching funds must be <br />documented in payment requests and must be supported by documentation as required by <br />the Department including but not limited to source documentation and proof of payment. <br />§3.02 Project Description. <br />The Project is described in the Application and in Paragraph C of the RECITALS. <br />§3.03 Affordability Restrictions. <br />The NAHTF funds awarded by this contract must be repaid by the Recipient if the Project does <br />not meet the affordability requirements of the Program and of this contract throughout the entire <br />period of affordability listed in the Table of Project Requirements. <br />The affordability requirements relate to the occupancy -eligibility (tenant income eligibility) and <br />the cost of housing (rent limitations) at initial occupancy and over established timeframes <br />(periods of affordability). In general, the Project must be occupied by income -eligible <br />households and is subject to rent limitations throughout the affordability period. <br />The Recipient must enforce the occupancy -eligibility and rent limitation requirements through <br />the imposition of liens, deed restrictions, land use restriction agreements, covenants, or any <br />combination of such legal instruments as required under the Program or as prescribed by the <br />Department. Any time during the Time of Performance of this contract and during the period <br />of affordability, the Department may require documentation verifying the existence of and the <br />NAHTF 23-TFRH-34010—Page 8 of 18 <br />
