20210978p) <br />CAIRO VILLAGE BOARD MINUTES <br />The Village Board of Trustees met in regular session on Tuesday November 9, 2021, <br />7:00 p.m. at the Village Hall, Cairo, Nebraska. On roll call the following members were present: <br />M Johnson, Bellamy, Dibbern, Sorensen, and J Johnson. Absent: None. It was moved by <br />Bellamy, seconded by J Johnson to approve the agenda as prepared ahead of time by the clerk. <br />Ayes: Sorensen, J Johnson, Bellamy, M Johnson, and Dibbern. Nays: None. <br />Next on the agenda was the approval of the previous meeting minutes which were typed <br />up and copied by the clerk. After reviewing the minutes, the motion was approved by Dibbern <br />and seconded by M Johnson. Ayes: Bellamy, Dibbern, Sorensen, J Johnson, and M Johnson. <br />Nays: None. <br />Deputy Jones from the Hall County Sheriffs Department was present to go over the <br />report, a total of 40.92 hours on patrol time, 15 hours on detail time, and no hours on CID. The <br />deputy apologized for there being no representative at the last two month's meeting, the <br />department in short staffed at the moment. <br />At the time of 7:05 pm, Dibbern opened the public hearing on recommendations <br />concerning the adoption of a new comprehensive plan for the Village of Cairo zoning jurisdiction, <br />the motion was seconded by Bellamy. All board members voted aye on this agenda item. The <br />public hearing was closed at 7:07 pm with there being no public attendance against the <br />recommendation of the comprehensive plan; this was approved on motion made by J Johnson, <br />seconded by M Johnson. Ayes: Dibbern, M Johnson, Bellamy, J Johnson, and Sorensen. Nays: <br />None. Dibbern made a motion to waive the three readings on passage of Ordinance 485; <br />adopting comprehensive plan for the Village of Cairo zoning jurisdiction; the motion was <br />seconded by Bellamy. The board all reviewed the ordinance and then Bellamy made a motion to <br />approve Ordinance 485 and the motion was seconded by M Johnson. Ayes: M Johnson, <br />Sorensen, J Johnson, Dibbern, and Bellamy. Nays: None. <br />Barb Robertson with the sales tax advisory committee was present to present two projects <br />submitted for sales tax money. The first project was to update the fire department's breathing <br />apparatus, they requested $40,000; the sales tax advisory committee recommends giving them <br />$5,000. The next project was to add a historical marker to the Village of Cairo which will be <br />located over near where the camel sits, the Village has requested $3500 and the sales tax <br />advisory committee recommends giving the $3500. For this project the idea of someday paving a <br />sidewalk over to the area of the marker and camel has been discussed as well as adding some <br />landscaping over there as well. Robertson did mention to the board that as the council is only <br />able to recommends smaller amounts of funds to project requests, she would recommend that the <br />board makes the decision to give the fire department the excess $35,000 which they asked for; <br />after some discussion the board agreed that this will be brought up at a later meeting date. J <br />Johnson made a motion to approve these recommendations and Dibbern seconded the motion. <br />Ayes: J Johnson, Sorensen, Dibbern, M Johnson, and Bellamy. Nays: None. Robertson did also <br />mention that the committee is looking for two more members and if anyone is interested should <br />speak with city hall or contact her. <br />Bellamy made a motion to approve a zoning permit for Adam Armstrong to add a fence to <br />his residence of 303 E Nile Street; the motion was seconded by M Johnson. All board members <br />voted aye on this agenda item. The next item on the agenda was to approve a zoning permit for <br />New Hope School to put up a steel building for the purpose of a new school at 312 W Nile Street, <br />some discussion took place on where the entrance of the school would be and if it would affect the <br />use of the parking lot, the school entrance will be on the east side of the school building facing <br />Said street, the understanding is that they will use a half loop type system as they do now for <br />drop/off and pick/up from school, the parking lot may be used for teachers transportation but <br />
