201807852 <br />Attachment No. 1-2018/12/3 <br />City of Grand Island, <br />Hedde Building LLC is requesting to temporarily close off parking to the North and East <br />of our building (see attachment "parking closure phase r & "parking closure phase 2") located <br />at the corner of 3rd & Locust. The reason for the request is to first and foremost protect the <br />public (additionally for insurance reasons) from "falling debris" and from the general hazards of <br />the construction process. Along with the general safety aspect we are requesting the closure to <br />provide a staging/receiving are for materials/equipment. Phase 1 will encompass the exterior <br />work along the two street facing sides (minor demolition, upper windows, storefront windows, <br />brick & sill repair, upper parapet wall, painting, etc.). Ideally this work will be completed "before <br />the snow flies" but that is unlikely therefore, phase 1 will start upon a signed agreement and end <br />no later than 6/1/2019. After the exterior work is completed phase 2 will be put into place <br />mainly to accommodate material staging as there is absolutely no space of that task in the area <br />around the building. Phase 2 will last from the start date and end no later than 5/20/20 <br />As for the "traffic control" plan see the attached document "signage". The plan would be <br />to provide and maintain two signs saying Sidewalk Closed Ahead, temporarily attached to a <br />tree or light post (ie. 2x4 pipe clamped to one or the other with the sigh boited to the 2x4. <br />Considering the temporary fencing, the plan would be to have 10' wide x 6' tali chain link <br />panels ("fencing" file) with bases ("base" file) fastened temporarily into the asphalt/concrete <br />with fasteners ("fastener" file). After construction is complete the holes from the fasteners will <br />be filled with an approved sealer. it is requested to use fasteners instead of sandbags for the <br />longevity of the fencing (wind/snow) and the long duration of the project. Additionally, the <br />fencing will have a screening similar to a tarp material as well as a hi vis tape wrapped around <br />the uprights every 10'. <br />Finally, we will be requesting signatures from the surrounding neighbors requesting <br />"permission" from at least 50% of them to allow us to close the parking for the requested time <br />("closure signatures" & "Buildings for signatures" documents). In addition to the signatures we <br />will be filling out a temporary license agreement due to the long time frame of the project once <br />we have agreed upon all the details. <br />Hedde Building LLC will be responsible for snow removal from the interior portion of the <br />fenced off area to be melted on site, removed from site or piled on site (inside the fenced off <br />area). It is understood that the City Of Grand Island will not be held liable for damage to the <br />fencing material although it is requested that realistic care be taken when plowing as to not <br />intentionally damage the fencing. If snow removal becomes a serious problem we will relocate <br />the fencing to the curb for the duration of the winter snow season. <br />Additionally, Hedde Building LLC will abide by the following requests: <br />Shall not block visibility of the traffic signals at 3rd and Locust; Do not secure fence <br />until exact position is approved by City. <br />Shall not block pedestrian crossing/access at SW corner of 3rd and Locust except <br />for temporary closures tasting no more than 30 minutes. <br />Shall restore pavement including restoration of holes caused by fasteners, <br />pavement markings, repair of any cracks due to construction (etc.) photo <br />documentation prior to construction would be good here. usually we put this on the <br />contractor. <br />Shall maintain work area, signing, and fencing in a safe and orderly manner; any <br />complaints or safety issues shalt be resolved within 24 hours of notice. <br />Fencing will need some reflectivity to it.
