All zequisitions , certificates and opinions received by the � �"; Trustee , as required in this Article as conditions of payment from the Construction r� Fund , may be relied upon by the Trustee . r� U� Section 407 . Completion of the Project shall be evidenced to the Trustee , � „t� the Lessor , by a certificate stating the date of such completion , signed by the Project ' !i Manager and confirming that the completed Pro,ject is free from all liens , encumbrances �� and defects of title except liens , encumbrances or defects of title which do not have � :�,s a materially adverse effect upon the Lessor ' s right to use such lands or properties � for the purposes intended or which have been adequately guarded against hy a bond or , .-� other form of indemnity , that there are no uncancelled mechanics ' , laborers ' , contractors � �� or materialmen ' s liens on any property constituting a part of the Project or on file in � any public office where the same should be filed in order to be valid liens against �� any parC of such property , and that , in the opinion of the signer , the time within which f `t� such liens can be filed has expired .
