Q }r 4615:5 Said Plans and Specifications for the redevelopment of the Property are in c, ore- • ert forrnity with the Urban Renewal Plan and all applicable State and local laws and h , regulations . The term improvement , as used in this Agreement , means the improve - ments indicated in the Plans and Specifications . SECTION VI . TIME FOR COMMENCEMENT ' AND COMPLETION OF CONSTRUCT' _ *r1) ION . lr The construction or rehabilitation of the improvements referred to in Section ,? V shall be commenced in any event within six (6 ) months offer the date of the ;fir Deed , and shall be completed within twelve ( 12 ) months after that date . In the Ise case of a redeveloper who purchases five ( 5 ) or more properties at one lime for ;11- gredevelopment , the time limit for completion of construction shall be not later than g eighteen ( 18 ) months from the date of the deeds . SECTION VII . COMMENCEMENT AND COMPI.. ETION OF CONSTRUCTION OF IMPROVFMEh11 S . �,� .11 The Purchaser agrees for itself , its successors and assigns , and every successor in interest to the Property , or any part thereof , and the Deed shall contain cov - enants or' the part of the Purchaser for itself and its successors or assigns , that the Purchaser , and its successors and assigns , shall promptly begin end diligently Fcomplete the redevelopment of the Property through the construction of the improve - 1' 1rnents thereon , and that the construction 51) 011 be in any event begun and completed kwithin the period specified in Section VI . It is intended and agreed , and the Deed shall so expressly provide , that these ogreernenis and covenants shall be covenants running with the land , biriding for the benefit of the community and the Seller , and enforceableby the Seller oaoinst the Purchaser and its successors and . assigns to or of ,the Property or any port thereof or any interest therein . • SECTION VIII . CERTIFICATION OF COMPLETION . • riePromptly after completion of the construction of the improvements in accordance with this :"+ un_ ement , the Seller will furnish the Purchaser with an c; ppropriate instrument so certifying . The certification by the Seller shell be and it shall be so provided in the Deed and in the certification itself a conclusive determination of satisfaction and termination of thecovenonts in the Agreement and the Deed with respect to the abdications of the Purchaser and its successors arid assigns to construct or rehabilitate the improvements and the dates for the beginning and completion thereof . The Certification shall be in such form os will enable it to be recorded . 1f the Seller shall refuse or fail to provide the certifications , the Seller shall , within thirty ( 30 ) days after written request by the Purchaser , provide the Purchaser with a written • statement indicating in adequate detail how the Purchaser has failed to complete the construction of the improvements in conformity with the Urban Renewal Plan or this Agreement , or is otherwise in default and what measures or acts as will be necessary , in the opinion of the Seller , for the Purchaser to take or perform in order to obtain the certification . a ., . SECTION. IX . RESTRICTION ON USE . The Purchaser agrees for itself , and its successors and assigns , and every successor in interest to the Property , or any port thereof , and the Deed shall contain n } - covenants on the port of the Purchaser for itself , end its successors and resigns , that the Purchaser and its successors and cssigns shall : cosi x .
