A G R E E M E N T <br />THIS AGREEMENT, by and between Sumner G. Whittier, as Administrator <br />of Veterans Affairs, an Officer of the United States of America, hereinafter <br />referred to as the Administrator, and Irvin G. Stolley and Marilyn A.
