Where a person die d between the first Monday in March and the fira� Monday in <br /> Ju1y and no execu�or had been named in the will or an administrator appointed, between those <br /> date�., and the deoedent as a living person, had failed or neglec:ted to return intangible personal <br /> property between the dates men�3oned the estate would be sub�eat to �he taxea levied but not to <br /> any penalty, on the theory that the penalty doea no� survive the deaedent. <br /> Para�raph 2.
