<br /> 1litate, convert, change,and alter thQ ?�remises,and install and maintain additions and
<br /> structures there'Go, including inter.n�l and external changes,and may change the numiaer oP
<br /> living units in the Premises and attach fixture� thereto,and make any and a11. �.mprovements
<br /> �hereto, incluc�ing utilities and roads,at the expense oP the Government:Provided,hoti�ever,
<br /> 2'hat these rights may be exercised in accordance with plans and specificationa submitted
<br /> to and approved i.n writing by the Lessor.The Government may ma�Ce such reasonable variations
<br /> Prom,and Modif3cat3ons in, such plans and speciPications originally approved by the Lessor
<br /> as the Government deems necessary in the course of carrying ouit sueh plans and specifications.
<br /> � AlI such building,rebuilding,remodelin�;,reconditioning,rehabilitatin�, converting, changing,
<br /> and alter3.ng of the Premi�es,and all additlons, s�ructures,and fixtures added to the Premises
<br /> by the Government, including utili�ies and roads,which are remaining thereon at the t�rm-
<br /> inat�on of this lease,however accomplished, or when the Government begins reconverslon o�'
<br /> the Prer�ises, shall then become �he property of the Lesso r;and the Gover:�ment shall be under
<br /> no obl.igations to restore or reconvert the Premises to their condition at the time oP the
<br /> execution o�' this lease:Provided,however,That in the event the Government determines ta
<br /> terminate this lease, except tvhere such ter�ination 9.s in pursuance oP an election made by
<br /> the Governrnent under �he provisions oP paragraph 10 hereof,and the conversion of the Prem-
<br /> ises has been ac�ually commenced but llas not been completed,the Government at it� sole
<br /> option,before such term3.nation becomes effective, shall eiti.ier complete the converainn or
<br /> restore or reconver� said Premises to tl�eir condition at the 'Gime o�' the exec�;�tion of this
<br /> Iease;and Provided further, That in the event this lease has been terminated, except �nhere
<br /> such termination is effected under the provisions of paragraph 10 hereof, t,'.ze Government
<br /> shall. restore or reconv�rt said Premises v�henever the ch�,ngES and alterations therein
<br /> have been of a temporary nature and have been designared as sueh in the plans and specifi-
<br /> cations approved by the L��sor.The Government agrees to hol,d '�he Leasor harmless o� and
<br /> from all liens by rPason of any building, improvements,alterations, repairs,reaonversion or
<br /> restoration.
<br /> S.The Governmen� shall pay ttixea,assessments,mun�:cip�l and governmental ra,tes,and vnater
<br /> rates,principal and interest on Iiens and otI.ler encumbrances on the Premises due and un-
<br /> paid at the time of the beginning oP the term o�' this lease only in the amounts shown in
<br /> the schedule as follow:

<br /> The Government may,but shall not be required to,pay�����n,�B h. alf oP the Lessor any other
<br /> taxes,assessments,municipal and governmental rates,-pr�ncipal and interea� on liens,and
<br /> other encumbra,nces on the premises not listed in this paragraph,due and un?�aid at the time
<br /> of' the beginriing of the term oP this lease, together with any interes� and penalties due
<br /> thereon up to the time oP payment,or any additional interest and penalties due and unpaid
<br /> on any items listed in this paragraph up '�o the time o�' pavment thereoY,in which event the
<br /> Government will_ de�.uct the amount of such payr�lent or payments from any rent or rents due
<br /> or which becom� due to the Lessor.
<br /> 6.The Government a€�rees during the 'Germ of this lease to pay each year all taxes and water
<br /> rates, al_l a,ssessments ( special or improvement) ,and municipal or governmental rates,which
<br /> are levied and imposed upon said Premises, or any part thereoP,and become due and payable
<br /> durin� the period covered by the term of �hi� lease:Provided,howev�r,That '�he Government
<br /> shall be required to pay only such assessments,or 3.nstallmen�a of assessments ( apecial or
<br /> improvemen�) ,v��hich are levied and imposed upon said Premises, or any part thereoP, and
<br /> which 3f un�aid will beeome past due and/or delinr�uent during the period covered by the
<br /> term of this lease, it not being intended that �he Governmen'� shall pay any assesament
<br /> which may be payable in installments or otherwise, or installments oP assessments which do
<br /> not mature during the term of this 1.ease, In any case where �he Lessor is obligated under
<br /> the terms of an.y mortga�e or lien instrument 'Go make periodic payr�ents �o a 8pecial Deposits
<br /> Aceount maintained by the Li+c�±or for �he payment of taxes, insurance, et cetera, tYie Qovernment
<br /> shall ma�e sueh payments for the account of the Lessor as outlined in paragraph 7 he�°eoP;but
<br /> if sueh tazes or other items are no'G pald by such Lienor when due, tlie Goverrm�en� at its
<br /> option may make sueh payment and thereafter deduc'� the amaunts thereof from any subsequent
<br /> amounts duP sueh Lienor under the terms hereof.
<br /> 7.During the term oP th3.s lease ttze Government shall pay the amounts o� principal or interest
<br /> i whieh may become d.ue during the period covered by the �erm of this lease on any mort�age,
<br /> n or encumbrance but only in the arnount and according to the schedule
