<br /> � all improvement�s thereto, including utilities and �oads, at the expense of the �overnment :
<br /> Provic�ed, however, That these rights may be exereised �n accordance with plans and speci-
<br /> ficatlons submitted to and approved in writing by the essor. The Qovernment may m�.ke such
<br /> reasonable varlations Prom, and modifieatione in, auc� plana and apecifications origlnally
<br /> approved by the Lessor as the aovernment deems necessary �n the course oP carrying out such
<br /> plans and specifieations. All such bu3Zding, rebuilding, remodeling, reconditloning, rehab-
<br /> ilitating, converting, ehanging, and altering of the Premises, and all additions, structures,
<br /> and fixtures added to the Premises by the C�overnment, including utilities and roads, which
<br /> are remaining thereon at the termination oP this lease, however accomplished, or when the
<br /> aovernment begins reconversion of the Premises, shall then become the property of the �easor;
<br /> and the Government $h�zll be under no obligation to restore or reconvert the Premises to their
<br /> condition at the time oP the execution of this lease; Provided, however, That in the event
<br /> the aovernment determines to terminate this iease, except where such termination is in pur-
<br /> suance of an election made by the Government under the provisions oP paragraph 10 hereo�,
<br /> and the conversion of the Premises has been actually� commenced but ha.s not been completed,
<br /> the Government at its sole option, before s��ch termination becomes eff ective, shall either
<br /> coraplete the conversion or restore or reconvert said Premises to their condition at tY�e time
<br /> of the execution of this lease; and Provided Purther, That in the event �his lease has been
<br /> termin�,ted, except where such terminatien is ePfeeted under the provisions of paragraph 10
<br /> hereof, the Government shall restore or reconvert said premises whenever the changes and
<br /> alterations therein have been of a temporary n ature and have been designated aa such in
