<br />93'- ~ 33~ <br /> <br />, <br /> <br />HALL COUNTY BOARD OF SUPERVISORS MEETING, NOVEMBER 16,1993 <br /> <br />The Hall County Board of Supervisors met at 9:00 a.m. from adjourned session <br />and by published call with Chairman Gary Quandt presiding. <br /> <br />Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, <br />Margaret Landis, Robert Leslie, Gary Quandt and TammieStelk. None were <br />absent. <br /> <br />Invocation was given by Abernethy. <br /> <br />Pledge of Allegiance was given. <br /> <br />Minutes of November 2nd meeting were approved as received, on motion by <br />Frauen, seconded by Hartman. Abernethy, Frauen, Hartman, Landis, Leslie, <br />Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Deputy County Attorney Jerom Janulewicz was present. Todd Otto, Manager <br />of Fonner Keno was also present. <br /> <br />Janulewicz spoke in regard to the change of keno operation, requesting <br />change of hours Monday thru Saturday to 11:00 a.m instead of 10:00 a.m. <br />to close Christmas Day and Easter Sunday and to close at 6:00 p.m. on <br />Christmas Eve. Reasons for request were discussed. <br />Moti6nby Frauen, seconded by Abernethy to accept the proposed changes <br />and go thru the proper channels to make the changes. <br />Todd Otto spoke in regard to the change of operating hours. <br />Supervisor Hartman requested giving the satellite locations 30 to 60 days <br />trial and amend the motion to not change hours for 30 - 60 days but to <br />allow the holidays requested. <br />Frauen withdrew his motion and Abernethy withdrew her second. <br /> <br />Motion by Hartman, seconded by Stelk to leaves hours as they are and operate <br />30 days after the satellites are opened, but approve paragraph 3 for~the <br />hours listed for holidays. Abernethy, Frauen, Hartman, Landis, Leslie, <br />Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Attorney Janulewicz gave each board member a copy of the Keno activities <br />for July thru October 1993. <br /> <br />Attorney Janulewicz spoke in regard to the Carpenter Cars vs Board of <br />Equalization, settlement of 1993 valuation case. Requested authorization <br />for Chairman to sign the warrant of attorney to settle the case. <br />Motion by Stelk, seconded by Abernethy to approve and authorize <br />chairman to sign the warrant of attorney for settlement of the Carpenter <br />Car 1993 valuation case. Abernethy, Frauen, Hartman, Landis, Leslie, <br />Quandt and Stelk voted yes, none voted no. Motion carried. <br /> <br />Discussed the refund for telephone company personal property tax settlement <br />for 1989 and 1990 payment. Attorney Janulewicz recommended approving the <br />payment of claim to County Treasurer for $43,398.50 for settlement with <br />certain telephone companies. <br />Motion by Landis, seconded by Stelk to accept recommendation and pay <br />claim for telephone personal property tax refund settlement. Abernethy, <br />Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, none voted no. <br />Motion carried. <br /> <br />Charles Kaufman, Superintendent of County Parks gave update report on storm <br />damages at County Park. Estimated 98% completed, questioned the grants <br />from FEMA etc to pay for damages. Have not received funds yet and he has <br />been paying claims from his budget but wanted to alert the County Board <br />his budget will run short before end of budget year. <br /> <br />Commenced audit of monthly claims. <br /> <br />Supervisor Landts reported the Reuse Committee meeting tonight will be <br />chaired by Hartman, Vice Chairman, since she will be unable to attend. <br /> <br />Board Members are to review the resumes for Clerk of District Court appli- <br />cants and each pick top 6 names by next Tuesday, November 23rd, so can <br />decide how to conduct interviews. <br /> <br />Discussion on some claims being audited. Court Appointed Counsel claims <br />were discussed. <br />Motion by Landis, seconded by Hartman tO~~!1Q. County Court Appointed <br />Counsel claims over $500.00 back for clarification, asking for itemized <br />description of case, hours involved and any other related . expenses and <br />we may also be contacting indiviual attorneys for answers-to questions. <br />Abernethy, Frauen, Hartman, Landis, Leslie, Quandt and Stelk voted yes, <br />none voted no. Motion carried. <br />
