~ The Hall County Board of Supervisors met at 9:00 A.M. from adjourned session and by published call with Chairman Gary Quandt presiding. Present on roll call were Irene Abernethy, Richard Frauen, Richard Hartman, Margaret Landis, Robert Leslie, Gray Quandt and Tammie Stelk. ( Invocation was given by Abernethy. Pledge of Allegiance was given. Minutes of June 29th meeting were accepted as received by motion of Frauen, seconded by Stelk. All voted yes, none voted no. County Deputy Attorney Jerry Janulewicz and County Treasurer Doris Mason appeared concerning the request of a surety bond for funds on deposit in the Norwest Bank Grand Island. This item was deferred until July 13, 1993 meeting so someone from Norwest Bank could met with the Board. Brad Fagley with McDermott & Miller reviewed the special audit report made of the Treasurers department. 9:45 A.M. - Abernethy made motion to have executive session, Leslie seconded the motion. All voted yes, none voted no. 10:15 A.M. - Frauen made motion, seconded by Abernethy to return to regular session. All voted yes, none voted no. Neil Kelly, CWA Union negotiator, discussed with the Board the health insurance increase to be paid by the employees who are union members. Also appearing were Art Osterman and Harvey Larsen who are union representative with the CWA Union. A contract has been made, and:the-Board did-not:_wishto reopen negotiations. Robert Schwartzkopf ask for clarification as to the billing of chemicals and labor done for county departments. The policy for all departments is to pay for chemicals (materials) only. A memorandum from A. Zlotsky, project manager for the improvements to South Locust project to extend the project study. Motion made by Abernethy, seconded by Leslie to approve the extension. Abernethy, Frauen, Landis, Leslie, Quandt and Stelk voted yes, Hartman voted no. Motion carried. Tom Atkins of J1L Construction and Ron Vlach of Nitro Construction were at the meeting concerning the load limits placed on trucks hauling out to the city landfill. Dan Hostler, Public Works Director, also was at the meeting to discuss the condition of the road now and the possibility of break-up with the heavy loads going to the landfill. Hartman made motion to pull limits off and authorize Hostler to place limits back on if needed without any further direction from the Board. Second to the motion was made by Leslie. Abernethy, Frauen, Hartman, Landis, Leslie and Quandt voted yes, Stelk voted no. Motion carried. Proposals for listing real~state with realtor were opened and referred to the County Attorny wit~ a motion by Frauen, seconded by Hartman. All voted yes, none voted no. Proposals were received from the following: Home Realty ERA Realty - Harry Stalker ERA Realty - Don Mehring Regency Realty Daly Realty Sheriff Arnett submitted a report on deli~quent taxes collected by his department for the period of October 1, 1992 through June 30, 1993. Abernethy made motion, seconded by Leslie to accept the report. All voted yes, none voted no. 11:30 A.M. - Frauen made motion, seconded by Leslie to go into a Board of Equalization. All voted yes, none voted no. 11:33 A.M. - Frauen made motion, seconded by Leslie to return to regular session. All voted yes, none voted no.
