<br />20000528 <br /> <br />4 HALL CO. TREASURER DISCUSS AND APPROVE LB 968 REGARDING PARTIAL <br />PAYMENT FOR PERSONAL AND REAL ESTATE TAXES: County Treasurer Doris <br />Mason stated that with the passage of LB968 under 77-1704 Section 62 in the 2000 <br />legislative session effective January 1, 2001 the County Board may pass a resolution to <br />allow partial payments of taxes to be held in escrow. Ms. Mason suggested that an <br />escrow agreement would be made between the person and the county for the partial <br />payments. The agreement would specify certain guidelines and payment plans. She <br />reviewed the terms and conditions that could be included in the resolution. Landis <br />stated that the County Board of Equalization has heard the complaint from people <br />concerning the payment of the taxes. Hartman expressed concern that the interest on <br />the total amount would still have to be paid instead of on the balance of the account. <br />Logan questioned if her office would be able to manage the additional work and Ms. <br />Mason stated that they could. Discussion was held on the amounts that would be <br />collected and these details could be addressed in the resolution. Logan made a motion <br />and and Lancaster seconded the motion to accept the concept of the partial payment of <br />the real estate taxes. County Attorney Jerry Janulewicz will prepare the resolution. <br />Arnold, Hartman, Humiston, Jeffries, Lancaster, Landis and Logan all voted yes and <br />none voted no. Motion carried. <br /> <br />Jeffries questioned when the delinquent tax sales would be held. Mason stated that the <br />county attorney has to proceed with the tax sale process and this process has not been <br />completed. Mason reminded the board of a presentation from a company that will handle <br />the tax sales. Lancaster stated that some counties do use this procedure to take care of <br />the tax sales and the board may need to consider using this process. <br /> <br />5e DISCUSS POSTING OF SPEED LIMITS AT FIRESIDE SUBDIVISION: Hartman <br />requested to refer this matter to the public works committee. <br /> <br />6 UPDATE - WEED SUPERINTENDENT ROB SCHULTZ: Mr. Schultz stated that <br />purple loosestrife is now a noxious weed and they will now work on controlling it. He <br />reported that he attended a seminar in North Dakota concerning leafy spurge and the <br />use of beetles to control the weed. He attended a national conference in Nebraska City <br />on new chemicals and he updates on old ones. He will have a display booth at the ag- <br />expo given by KRGI in January. He attended the crop protection clinic and the annual <br />weed conference in North Platte. He held a pasture seminar at College Park and will be <br />holding another seminar February 28, 2001. Randy Valasek and Rob will continue their <br />education classes this spring. If the weather cooperates they will start the spring <br />spraying in March. He explained that he is using insects to control purple loosestrife in <br />two different sites and he assisted in digging four pickup loads of purple loosestrife roots <br />from the Kearney to send Texas to use to raise insects to control the weed. He <br />reviewed the acres of land the department sprayed. The revenue received this year was <br />over $90,000.00 and he hopes to reach $100,000.00 next year. The revenue is the <br />highest that Hall County has ever received. He stated that he has sprayed the parks for <br />the City of Grand Island. They are now getting every thing ready in the shop for the <br />spring season. <br /> <br />9 DISCUSS AND APPROVE RESOLUTION TO AUTHORIZE CO. CLERK TO <br />ADVERTISE AND SET PUBLIC HEARINGS: County Attorney Jerry Janulewicz <br />suggested that this resolution be prepared to simplify setting public hearings. As stated <br />in the resolution the requirements for the publication time varies and this would make it <br />easier to comply with Nebraska Publishing laws. Logan made a motion and Arnold <br />
