BOARD OF SUPERVISORS MEETING APRIL 25, 2000 <br /> <br />The Hall County Board of Supervisors met from adjourned session and by published call <br />in the county board meeting room, 121 South Pine, Grand Island, Nebraska, April 25, <br />2000 at 9:00 a.m. <br /> <br />The meeting was called to order by Chairman Richard Hartman. <br /> <br />Invocation was given by Rev. Douglas Stensby. <br /> <br />The Pledge of Allegiance was given in unison. <br /> <br />Present on roll call were Richard Hartman, Bud Jeffries, Pamela Lancaster, Margaret <br />Landis and Lonnie Logan. Tammie Stelk arrived at 9:10 a.m. Also present were <br />Deputy County Attorney Jerry Janulewicz and news media representatives from the <br />Grand Island Independent and KRGI. <br /> <br />MINUTES OF THE APRIL 11 MEETING: Logan made a motion and Jeffries seconded to <br />accept and place on file the minutes of the April 11 meeting. Arnold, Hartman, Jeffries, <br />Lancaster, Landis and Logan all voted yes and none voted no with Stelk absent for the <br />vote. Motion carried. <br /> <br />1a.9: 05 A.M. APPROVE APPOINTMENT HALL CO. AIRPORT AUTHORITY BOARD <br />MEMBER: Jeffries made a motion and Logan seconded to approve the appointment of <br />Philip Wojtalewicz to fill the unexpired term on the Hall County Airport Authority Board. <br />Arnold, Hartman, Jeffries, Lancaster, Landis and Logan all voted yes and none voted no <br />with Stelk absent for the vote. Motion carried. <br /> <br />1 b.INTRODUCTION OF SHEILA BJERRUM AS DIRECTOR OF HEALTH <br />DEPARTMENT: Interim director Rochelle Kieborz introduced the new director Sheila <br />Bjerrum. Sheila stated she appreciated the opportunity to meet the board and is looking <br />forward to serving Hall County. <br /> <br />2a.COUNTY ATTORNEY - EXECUTIVE SESSION LITIGATION AND NEGOTIATION <br />STRATEGY COUNTY OF HALL VS. SPIEHS: Logan made a motion and Jeffries <br />seconded to go into executive session. Logan withdrew his motion and Jeffries withdrew <br />his second because this will be addressed later during the meeting. <br /> <br />2g.DISCUSSION AND ACTION ON STATUS OF WILDWOOD DRIVE: Attorney Keith <br />Sinor requested to speak to the county board concerning the status of Wildwood Drive. <br />His client Darwin Katzberg wants to sell some of his property and in order to subdivide <br />the property according to the zoning regulations the property must front a public road or <br />a dedicated street. According to county records dating back to 1904, there is nothing <br />that shows if it is a private or public road. Mr. Katzberg stated he purchased the <br />property in 1981 and on his abstract it shows an easement for the purpose of a road and <br />it has been used as a road since 1972. Deputy County Attorney Jerry Janulewicz stated <br />he checked the county board minutes in 1972 and there was reference to a snow <br />removal agreement at that time, but it does not show that it is a dedicated road. Bruce <br />Stoltenberg also stated that this has been used as a public road. Regional Planning <br />Director Chad Nabity stated that in order to subdivide, the property must front on a street <br />dedicated to the public. This property is in the two-mile jurisdiction and the city could <br />
