APPROVE TO PROCEED WITH CONSTRUCTION PLANS FOR COUNTY <br />CAMPSITE: The parks committee met to discuss this issue and Bud Jeffries, chair of the <br />committee, stated that they met with the engineer and discussed the replacement <br />camping pads that will be needed and the construction of the new roads that will be <br />required because of the Wood River Warm Slough Project. Jeffries stated that this <br />proposal includes the maximum number of replacement camping pads and changing <br />some of the pads to drive-in pads for the large campers. Jeffries made a motion and <br />Landis seconded to approve the construction proposals for the campsites at the Hall <br />County Park. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk all voted yes <br />and none voted no. Motion carried. <br /> <br />11. APPROVE BID SPECS FOR LAW TRACTOR AND MOWER DECK AND SET BID <br />OPENING DATE: The board members received a copy of the bid specifications. Stelk <br />made a motion and Jeffries seconded to approve the bid specifications and set the bid <br />opening date for May 9, 2000 at 11 :00 a.m. Arnold, Hartman, Jeffries, Lancaster, <br />Landis, Logan and Stelk all voted yes and none voted no. Motion carried. <br /> <br />12 APPROVE REQUEST FOR EQUIPMENT ACQUISITION FOR 2-WA Y RADIO FOR <br />NEW PICKUP: The parks department purchased a new pickup and Parks Director <br />Chuck Kaufman is requesting to purchase the radio at a cost of $400.00 to be installed <br />in the new pickup. The county budget allowed $20,000.00 for the purchase and the total <br />cost was only $19,600.00 so there would be additional funds in this line item. Jeffries <br />made a motion and Arnold seconded to approve the purchase of the 2-way radio for the <br />park's department truck. Arnold, Hartman, Jeffries, Lancaster, Landis, Logan and Stelk <br />all voted yes and none voted no. Motion carried. <br /> <br />4.9:30 A.M. DISCUSSION AND ACTION REGARDING LB272 SCHOOL <br />ADMINISTRATOR AND CONTRACT FOR SERVICES: Stelk stated that the committee <br />met with Larry Harnish concerning the changes that LB282 will make and Deputy County <br />Attorney Jerry Janulewicz met with the committee and advised them of the statutory <br />responsibilities that will be transferred to the County Clerk, County Assessor and the <br />County Treasurer. The county board will need to address two issues: <br />. Does the county want to continue to contract for the school administrator duties for <br />the affected school districts #12, #16 and #28 <br />. Does the county want to continue the educational activities such as the county <br />spelling bee and the county fair art program. <br />The County board received a petition requesting to continue the spelling bee and the art <br />program so this will need to be addressed. Mr. Harnish, as the County Superintendent, <br />has served as the school administrator for districts #12, #16 and #28, but under the new <br />state statute, Northwest High School and Wood River High School could serve as the <br />school administrator for the respective grade schools in their districts. Stelk stated that <br />after the committee meeting Mr. Harnish contacted districts #12, #16 and #28 by letter <br />informing them that the services of county superintendent would be terminated but he <br />did not receive any replies from the schools. <br /> <br />Mr. Harnish stated that the Nebraska Department of Education wants the Class VI K - <br />12 Districts to operate like the Class III Districts no matter how many schools are <br />involved. Mr. Harnish stated that District #83 and District #82 meet regularly with <br />Districts #12, #16 and #28 to maintain a good relationship and make sure the students <br />are ready for high school. <br />
