Janulewicz <br />Deputy Hall County Attorney <br /> <br />Discussion was held with Chad Nabity on a septic tank problem. He stated that these <br />are new regulations under Title 124. They are state standards and will affect <br />subdivisions even if you are not hooked up to city water and power. When a preliminary <br />plat is submitted for approval it will have to be approved by the State Department of <br />Environmental Quality before the final plat can be approved. <br /> <br />8. 11 :30 A.M. DISCUSSION VALUATION OF RESIDENTAIL DEVELOPMENT AREAS: <br />Supervisor Logan received a request that this matter be addressed when the board of <br />equalization meetings were held in July of 1999. County Assessor Jan Pelland reviewed <br />the policies that are in place in sic surrounding counties. <br /> <br />Virgil Eihusen and Jon McDermott requested to speak to the Board. Mr. Eihusen <br />distributed information to the board members on specific lots in Indian head Subdivison <br />#1 showing the assessed value and the decrease in taxes as a result of the tax protests. <br />He received a 40% reduction on the assessed values. He stated that under the present <br />situation it is foolish for any developer to sub-divide unless he is sure the property can <br />be sold. He suggested that the assessor could increase the value of unsold sub-divided <br />land by three times the value of farm ground. This would give the county a small <br />increase in taxes and would not create an unacceptable burden on the developer. Then <br />when the lots are sold for the first time it should be assessed at the selling price. This <br />would increase the number of lots available for housing and the county would get a small <br />
