('20000069 Jerry Janulewicz suggested that a committee meet to discuss the effect that the Wood River Warm Slough project is going to have on the Hall County Park. Parks Director Chuck Kaufman talked to a representative from Central Platte Natural Resource District concerning the project and he is concerned about the camping pads that will need to be moved and the cost of the damages to the park. They will need to have an engineer do a study on this project so the county can negotiate with Central Platte NRD. 5a. APPROVE RESOLUTION FOR SPEED ZONE SOUTH LOCUST STRET SCHIMMER DRIVE TO CITY LIMITS: This resolution will address the speed limit on South Locust Street during the construction of a bridge project. The speed limit will start at 45 MPH and decrease to 25 MPH with advance warning signs to reduce speed ahead. Logan made a motion and Stelk seconded to approve Resolution #00-0016 for the posted speed limit on South Locust Street. Arnold, Hartman, Lancaster, Landis, Logan and Stelk all voted yes and none voted no, with Jeffries absent. Motion carried. RESOLUTION # 00 \ Cc, WHEREAS; the Hall County Board of Supervisors have received a number of complaints from concerned residents of Hall County of the present speed limit on South Locust Street. starting 45 MPH at Schimmer Drive to 850' south of the city limits and to 25 MPH 850' south of the city limits to the city limits of Grand Island. Nebraska. WHEREAS; such survey prompted the need for further consideration of the speed limit upon said stretch of road; and WHEREAS; a survey by the City of Grand Island was performed and completed; and WHEREAS; the Hall County Highway Department as a result of the survey recommends a posted speed limit of 45 MPH to 25 MPH. and posted advance warning signs of Reduce Speed Ahead: during the construction of Proiect STP AA-5415( 1 ). WHEREAS; a reduction in the present speed limit and advance warning signs to that as recommended would be in the best interest of the public and would promote safety. NOW IT BE RESOLVED; it is hereby determined and ordered that the speed limit upon that portion of South Locust Street 3600' south of the city limits of Grand Island. Nebraska, within HaJI County, Nebraska, shall be regulated as per above, and that in accordance herewith, personnel of the Hall County Highway Department are directed to post appropriate speed limit signs to this effect forthwith.
