<br />Y01202 <br /> <br />more than two inches in width, said fence being for the primary purpose of retaining <br />within the confines of the said 40-acre area of all paper cups, wasted paper products from <br />the concession stand, as well as other debris resulting from gathering public spectators; <br /> <br />d. For the purpose of ingress and egress to an from the premises there shall be two <br />roadways each of at least 24 feet in width, which shall be maintained and located under <br />the supervision ofthe Hall County Public Works Director and that portion of said <br />roadway from the South Locust Street to the property line of said 40 acre tract shall be <br />surfaced with asphaltic concrete; <br /> <br />e. Personnel shall be provided for traffic control during periods before, during, and after <br />races or events and until traffic reverts to normal volume on and along South Locust <br />Street, and such personnel shall be in an adequate number to properly regulate traffic and <br />keep the same moving in an orderly, convenient and safe manner; <br /> <br />f. All regulations of Hall County and the state of Nebraska with respect to plumbing, <br />electricity, building, health and safety as well as those which apply generally to <br />endeavors of this nature shall be adhered to as directed by appropriate authorities; <br /> <br />g. All track operations will be limited to weekends and holidays, except by permission of <br />the Hall County Board of Supervisors (weekend shall mean Friday night through Sunday <br />night, inclusive, and holidays shall mean Federal Holidays). Eight (8) additional racing <br />days are permitted during racing season without the permission of the Hall County Board <br />of Supervisors; <br /> <br />h. Safety Regulations: <br />i. All areas reserved for the viewing public, hereinafter referred to as the <br />"spectator area," shall be enclosed by fence so that the spectators will be unable to <br />enter the track or pit areas; <br />ii. A retaining wall approved by the Hall County Building Inspector will be <br />permanently maintained in front ofthe spectator area, for a distance of at least <br />800 feet; <br />iii. A chain-link steel fence will be maintained above the retaining wall at least <br />six feet for the entire distance of the retaining wall; <br /> <br />i. That within 24 hours following the conduction of activities upon the premises, all <br />waste paper, debris and trash as a result thereof shall be cleared and removed from that <br />portion of South Locust Street and its right of way abutting the premises on the west. <br /> <br />j. All conditions herein required shall be the responsibility of applicant and shall be <br />performed by and met at the expense of applicant; <br /> <br />k. This conditional use shall be in full force and effect from the 15t day of April 2001, <br />until the 31 5t day March 2011, but may be suspended, revoked, or terminated if applicant <br />fails to comply with any ofthe conditions, restrictions and obligations set forth herein.
