Motion carried. <br /> <br />COUNTY ATTORNEY - 2a EXECUTIVE SESSION CONTRACT NEGOTIATIONS <br />Jeffries made a motion and Humiston seconded to go into executive session for contract <br />negotiations Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and Logan all <br />voted yes and none voted no. Motion carried. <br /> <br />9: 15 a.m. executive session <br /> <br />9:50 a.m. Arnold made a motion and Jeffries seconded to go out of executive session. <br />Arnold, Eriksen, Hartman, Humiston, Jeffries and Lancaster all voted yes and none <br />voted no with Logan absent for the vote. Motion carried. <br /> <br />2b DISCUSSION REGARDING FINANCING OF HALL COUNTY STREET <br />IMPROVEMENT DISTRICT #2000-1 CONSTRUCTION COSTS - County Attorney Jerry <br />Janulewicz stated that paving project for Street Improvement District #2000-1 on <br />Campbell Avenue has been completed. The total cost of the project was about <br />$50,000.00. The landowners will now need to pay the paving assessments. Jerry <br />stated that he contacted a bond attorney concerning this and because of the amount of <br />the total assessment he wanted to see if the board wants to proceed with the bonds or <br />just have the assessments come directly to the county. The cost of the construction has <br />been paid. Janulewicz recommended that the assessment comes directly to the county <br />and if necessary, to collect the six or seven percent interest. Jeffries made a motion and <br />Humiston seconded to not issue the bonds and have the assessments come directly to <br />the county. Arnold, Eriksen, Hartman, Humiston, Jeffries and Lancaster all voted yes <br />and none voted no with Logan absent for the vote. Motion carried. <br /> <br />PUBLIC PARTICIPATION - Chairman Lancaster called for public participation and no <br />one responded. <br /> <br />6 DISCUSS AND RESPOND TO LETTER FROM GSI - The board received a letter from <br />Geotechnical Services Inc. concerning an environmental assessment study for Southern <br />Public Power District for the proposed industrial site at the Cornhusker Army Ammunition <br />Plant. They are requesting that the board respond if they have any concerns regarding <br />the industrial site. Arnold stated that this land would be used for agricultural purposes <br />until it is developed. If the board does not reply then it will stand that they do not have <br />any concerns. The board will not respond because they do not have any concern. <br />
