<br />V2002028:1 <br /> <br />18 DISCUSS AND APPROVE APPOINTING BOARD MEMBERS TO NEGOTIATE THE <br />PUBLIC DEFENDERS UNION CONTRACT AND CONSIDER CONTRACT WITH <br />JERRY PIGSLEY - Lancaster stated that it will be necessary to appoint board members <br />to serve on the negotiation committee and to have some one other than the county <br />attorney do the negotiations. Jerry Pigsley has done the negotiations in the past Jeffries <br />made a motion and Logan seconded to have Jerry Pigsley negotiate the public <br />defenders union contract. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and <br />Logan all voted yes and none voted no Motion carried. <br /> <br />Chairman Lancaster made the following appointments to the negotiation committees: <br />Public Defender's Union - Bud Jeffries and Bob Humiston <br />County Sheriff FOP - Pamela Lancaster, Jim Eriksen and Dick Hartman <br />Corrections UFCW - Pamela Lancaster, Scott Arnold and Dick Hartman. Hartman <br />questioned if it was a conflict of interest to have Scott Arnold on the committee. Arnold <br />stated that he has served on the corrections department union committee in the past and <br />there was not a problem. <br /> <br />Logan stated that he hoped all of the negotiation teams would try to maintain continuity. <br />The core group will discuss all of the contracts and then the board will need to review all <br />of them. <br /> <br />19 DISCUSS AND AUTHORIZE BENJAMIN & ASSOCIATES TO COMPLETE SURVEY <br />WORK AT CAAP - The board received a letter form the Department of Army stating that <br />they support the splitting of Tracts 26,27,37 and 38 into two parcels because of the <br />contaminated aquifer. County Attorney Jerry Janulewicz recommends splitting the <br />tracts. Eriksen made a motion and Arnold seconded to approve Benjamin & Associates <br />to complete the survey work. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster <br />and Logan all voted yes and none voted no. Motion carried. <br /> <br />20 AUTHORIZE CHAIR TO SIGN GRANT APPLICATION WITH CRIME COMMISSION <br />FOR DRUG COURT FUNDING - Jerry Janulewicz distributed information concerning <br />this application. Drug Court Coordinator Connie Hultine stated that the Nebraska <br />Department of Corrections does not have funding for this grant, but they applied for a <br />grant from the Nebraska Crime Commission. This will be in the amount of $48,848.00 <br />which is a larger grant. The matching funds will come from the four member counties. <br />These funds will be used for the payment of the drug court coordinator's travel and fringe <br />benefits. She is requesting that the board authorize the chair to sign the grant <br />application. Jeffries made a motion and Hartman seconded to authorize the chair to sign <br />the grant application. Arnold, Eriksen, Hartman, Humiston, Jeffries, Lancaster and <br />Logan all voted yes and none voted no. Motion carried. <br /> <br />BOARD ASSISTANT'S REPORT - The progress report was included in the packets no <br />other report. <br /> <br />BOARD MEMBER'S REPORT - Hartman no report. <br /> <br />Humiston - No report. <br /> <br />Eriksen - He attended the Health Board meeting, the Safety Committee meeting and the <br />public works committee meeting. <br /> <br />8 <br />
